The maritime administrative agency shall conduct an audit within 10 working days from the date of accepting the application. Upon examination, the maritime administrative agency shall issue a certificate of competency for the corresponding category, grade and position. 1. The seamen who apply for the certificates of competency for Class B and Class C seamen and the certificates of competency for GMDSS restricted operators shall have the professional training time specified by the competent authority and have received professional training or relevant professional education at the maritime school.

2. The general operators who apply for three pairs, three tubes and GMDSS of ships with a gross tonnage of 500 tons or above must have at least two years of vocational education in navigation or technical secondary school education in navigation.

3. Crew members who declare GMDSS first mate, captain, chief engineer and second-class wireless electronic engineer in wireless navigation area must have higher education in navigation-related major or college education in related major.
