In addition, the treaty also stipulates that the lease rights of southern Sakhalin Island and Russia to Liaodong Peninsula and all nearby islands will be ceded to Japan forever.

The Qing government remained "neutral" in the Russo-Japanese War. After the war, Japan and the Qing government signed the "Positive Agreement on Meeting the Three Eastern Provinces" and its attached agreement. In this treaty, Japan gained the right to station troops in the northeast and leased Dalian and Lushun. Since then, the Japanese have immigrated to Lushun and Dalian in large numbers. They called this place "Kanto County" and set up the Kanto Governor's Office as the management organization. The Guangdong Governor's Office consists of the Ministry of Civil Affairs and the War Department. And set up the Manchurian Railway Guard, and later upgraded to the Kwantung Army, headquartered in Lushunkou, which is the original origin of the Kwantung Army.
