Foreign spouses and minor children of the above-mentioned persons may apply with them.

The second is to relax the scope of long-term visas and residence permits. Optimize the business environment and issue long-term valid visas and residence permits to foreigners who come to China for business, work and research. For foreign talents invited by domestic key universities, research institutes and well-known enterprises to engage in technical cooperation, economic and trade activities and work in China, visas or residence permits valid for 2-5 years will be issued to foreign high-level talent teams and auxiliary personnel.

The third is to broaden the scope of introducing foreign talents. Provide services for outstanding foreign youth to start businesses in China, provide visa and residence permit policy support for outstanding foreign students who have graduated from key domestic universities and internationally renowned universities, and provide convenient services for foreign students invited by well-known domestic enterprises and institutions to practice in China.

The fourth is to improve the service management level of foreigners. Explore the establishment of entry-exit service centers (sites) in areas where foreigners are concentrated, and provide convenient services such as policy consultation, residence travel, legal aid, language and culture for resident foreigners.

: Article 12 Specific Measures

1. Foreigners who have made great contributions to foreign high-level talents and have special needs at home may apply to the exit-entry administration department of the public security organ for permanent residence in China upon the recommendation of the relevant state authorities, the provincial people's government or the administrative department of key national development areas. Foreign spouses and minor children of the above-mentioned personnel can apply together.

2. Foreigners working in China have worked continuously for four years, lived in China for not less than six months each year, and their annual wage income is not less than six times the average wage of urban workers in the previous year, and their annual personal income tax is not less than 20% of the annual wage income standard. You can apply to the exit-entry administration department of the public security organ for permanent residence in China, and foreign spouses and minor children can apply together.

3. Overseas Chinese working in China who have a doctorate or have worked continuously in key national development areas for four years and actually lived for six months each year may apply to the exit-entry administration department of the public security organ for permanent residence in China, and their foreign spouses and minor children may apply together.

4. Foreign experts and scholars invited by domestic key universities, scientific research institutes and well-known enterprises, as well as foreign high-level management and professional and technical talents recognized by the competent departments of the people's governments at or above the municipal level and the competent departments of scientific and technological innovation, may apply to the port visa department of the public security organ for port visa entry. After entering the country, you can apply to the exit-entry administration department of the public security organ for multiple visas or residence permits valid for less than five years with the proof letter of the inviting unit and other materials.

5. Foreign talents and members of innovation and entrepreneurship teams introduced from domestic key development and industries can apply to the exit-entry administration department of the public security organ for a residence permit with a validity period of no more than 5 years with their work permit and unit letter of introduction. Foreign members of the innovation team can also apply for a residence permit valid for no more than five years.

7. Foreigners who are employed in enterprises and institutions in China, whose work permits have been completed, can apply to the exit-entry administration department of the public security organ for work-related residence permits with work permits and other materials. If you have applied for a work residence permit for more than 1 year and there is no illegal act, if you apply for a work residence permit for the third time, you can apply to the exit-entry administration department of the public security organ for a work residence permit valid for 5 years as required.

8. Foreign high-level talents working in domestic key universities, scientific research institutes and well-known enterprises may, with the consent of their work units and part-time units, take part-time jobs to innovate and start businesses, and file with the exit-entry administration department of the public security organ.

9. Outstanding foreign students who have obtained bachelor's degree or above in domestic key universities and engage in innovative and entrepreneurial activities in China after graduation may apply to the exit-entry administration department of the public security organ for a residence permit valid for 2-5 years with their graduation certificates and innovative and entrepreneurial materials.

10. Foreign students who have graduated from internationally renowned universities and come to China for innovation and entrepreneurship within two years after graduation may apply to the exit-entry administration department of the public security organ for a residence permit valid for two years.

1. Overseas college students invited by well-known domestic enterprises and institutions to practice in China can apply for an internship visa valid for one year from the exit-entry administration department of the security organ with the letter of introduction from the inviting unit and the certificate of study at school. Foreign students from overseas universities who practice in China according to intergovernmental agreements may apply for work-related residence permits as required.
