Evolution of Ya 'an organizational system
During the Warring States Period, in the ninth year of Yuan Geng, King of Qin Huiwen (3 16 BC), Shu was destroyed by Qin, and Shu County was established. In the sixth year of Emperor Wu of the Western Han Dynasty (BC 1 165438), it was renamed as County (now Hanyuan County), which governed Yandao County (now Yingjing and Ya 'an when Wang Mang changed his name), Qingyi County (now Lushan County), Migration County (now Shiyang Town) and Fangxian County.
In the fourth year of Tianhan (97 BC), the county was abandoned, merged into Shu County, and set up Xifu, which was in charge of Waiqiang (now Hanyuan area). One ruled Tsing Yi and was in charge of the Han people (now Ya 'an and Lushan areas).
In the first year of Yan Guang (A.D. 123), Emperor Andy of the Eastern Han Dynasty changed the western part of Shu County to Shu County, and the counties under his jurisdiction remained unchanged. During the reign of Emperor Lingdi (A.D. 168), Hanjia County (now Lushan Mountain) moved to govern four counties, including most of Ganzi Prefecture and parts of Liangshan Prefecture.
At the beginning of Jin Dynasty, it still belonged to Hanjia County, and Han Cheng was assigned to Li Shen County. After the Eastern Jin Dynasty, Hanjia County was abolished and relocated to overseas Chinese. During the Northern and Southern Dynasties, the political power was abolished. After 347 AD, there were constant wars and changes. Most of the counties built in this area have moved and are attached to other counties. During this period, the establishment and jurisdiction have undergone great changes. The local government was abandoned for more than 200 years between 348 and 552 AD.
Two years after the Western Wei Dynasty abolished the emperor (AD 553), it began to emigrate and established Mengshan County (now Duoying in Ya 'an), which was in charge of Shiyang (now Duoying in Ya 'an) and Mengshan (now Mengyang Town in the famous mountain). In the third year of Zhou Tianhe (AD 568), mengshan county was divided into Lizhou County and Li Shen County.
In the 4th year of Sui Renshou (AD 604), Yazhou was abolished as a county. In the third year of Yang Di's great cause (AD 607), the abandoned Yazhou was located in Lin Qiong County, which had jurisdiction over Lushan, Mingshan and Shiyang counties.
In the first year of Tang Wude (AD 6 18), a two-level system of counties was implemented, and Yazhou was restored, leading four counties (Lushan, Mingshan, Yandao and Baizhang). In the third year of Wude (AD 620), Yingjing County was added. In the third year of Emperor Xuanzong's reign (AD 758), it was restored to Yazhou, which governed the five counties of Flue (now Duoying Township, Yucheng District, Ya 'an), Lushan, Mingshan, Baizhang (now Baishan Town) and Yingjing. In order to consolidate the rule and expand to the outside world, the Tang Dynasty also established the Dudufu of Lizhou (Hongyuan County), which governs Hanyuan (now Qingxi Township, Hanyuan County), Feiyue (now Dongxiang Township), Linxi (now Mingmaohe Township) and other counties. At the same time, a number of military towns have been established, such as Lingguan Town (C Town, now Lingguan Township of Baoxing), Shiyang Town (C Town, now Shiyang Town) and Sichuan Town (C Town, now the whole county), which has strengthened the military deployment in this area. During the war years, Yazhou has become an important military and traffic artery. In order to attract ethnic groups in border areas, Jimmy State, which is under the jurisdiction of more than 50 ethnic leaders, has been established to govern ethnic groups.
In the Five Dynasties (A.D. 934), Yongping Army was added to Yazhou (now the whole west of the city) and Diaomen appeasement Department was added.

In the eighth year of Yuan Xianzong (A.D. 1258), Yazhou was under the jurisdiction of Jiading Prefecture, plus Tianquan Zhao Qiu Department (now the whole county and Shiyang Town), which was under the jurisdiction of Xuanwei Ambassador Department of Tufan, Shaanxi Province.
In the Ming dynasty, the local government implemented the three-level system of prefecture and county. Yazhou governs Lushan, Mingshan and Yingjing. The state governs Yucheng District today.
