I. Application conditions

First of all, an enterprise must have the qualification of an enterprise legal person, register with the administrative department for industry and commerce, obtain the business license of an enterprise legal person, and submit and pass the annual industrial and commercial report in accordance with state regulations.

Then, the tax has been registered and paid according to law.

Finally, the legal representative or person in charge of the enterprise has not served as the legal representative or person in charge of the enterprise whose foreign trade business license has been revoked within three years.

If it is a foreign trade circulation enterprise, it needs to be established for more than 1 year, and the registered capital (gold) is not less than 3 million yuan; If it is a production enterprise, it is usually not less than 2 million yuan.

Second, the materials to be prepared

Enterprises that need to apply for the right to operate import and export and meet the qualification conditions shall submit the following materials when handling:

1. There must be import and export business within the business scope;

2. A copy of the business license;

3. Original legal person ID card;

4. Official seal of the company;

5. The company engraves and seals the registration card;

6. Articles of Association;

7. Company landline, contact person's mobile phone and email address.

Third, the handling process

To handle the right to operate import and export, the first thing to do is to file a record with foreign trade operators and submit an application.

The second step is to prepare materials as required, submit them to the foreign economic commission of the district, transfer them to the foreign economic commission of the city, and transfer them to the foreign economic commission of the province for examination and approval, so as to obtain import and export business qualifications.

The third step is to change the business scope in the industrial and commercial bureau and go through the customs declaration and registration procedures. At the same time, go to the public security bureau to apply for the special seal for customs declaration, apply for the customs registration certificate, and obtain the customs codes of ten enterprises.

The fourth step is to apply for filing at the electronic port, obtain the network access license and reserve the ic card.

Step 9: Export enterprises with general taxpayer qualification shall register for export tax refund.
