How are people’s representatives elected?

1. Elected by the people's congresses of provinces, autonomous regions, and municipalities directly under the Central Government; the People's Liberation Army conducts separate elections.

2. The election shall be conducted by secret ballot.

3. Representative elections are always by margin elections (the number of representative candidates should be more than 1/5 to 1/2 of the number of elected representatives)

4. Each political party, each People's organizations can jointly or individually recommend candidates, and more than 10 representatives can also jointly recommend candidates.

5. The list of candidates will be published 20 days before the election after being compiled by the Election Committee. After consultation, discussion and deliberation, the official list of candidates will be announced 5 days before the election.

6. The results of the election shall be determined by the Presidium of the People’s Congress to determine whether they are valid and announced.

The number of deputies to the National People’s Congress shall not exceed 3,000. The number of deputies to provincial people's congresses shall not exceed 1,000, and the number of deputies to districted cities and autonomous prefectures shall not exceed 650.
