American citizens, legal permanent residents, foreigners who have been or have been in the United States on the effective date, or holders of valid non-immigrant or immigrant visas are not bound by this announcement.
The scope of suspension of non-immigrant visas announced this time applies to: H 1B, H2B, J (including interns, trainees, teachers, camp consultants, mutual aid students or summer workers, L and their spouses and children.
This announcement will not cancel the valid visa. Presidential Proclamation 100 14 and the restrictions in the Proclamation provide exceptions for certain categories of immigrants and non-immigrants.

2. According to Presidential Statements 9984, 9992, 9993 and 9996 of the United States issued on May 24, 2020 and their subsequent supplementary statements, foreign travelers who have been to the following countries are prohibited from entering the United States within 14 days:
Brazil
United Kingdom of Great Britain and Northern Ireland, excluding overseas territories outside Europe;
26 Schengen countries (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland).
Islamic Republic of Iran
People's Republic of China (PRC) (except China, Hongkong and Macao Special Administrative Regions).
Among them, American legal permanent residents, American citizens and some family members of legal permanent residents, as well as other special circumstances listed in the presidential statement, are not subject to entry restrictions. If you have lived in any of the above countries before going to the United States, have been there recently, or plan to transit or travel, I suggest that you postpone your visa interview until 14 days after leaving the above countries.

Now, if you want to enter the United States from Chinese mainland, you can stay in a third country where entry is not prohibited 14 days before entering the United States. After entering the United States, you need to be isolated at home according to regulations 14 days.
In particular, if you enter the United States through a third country with an international student visa of F 1, you need to confirm with your American university in advance whether you can offer face-to-face courses or mixed courses (that is, at least one face-to-face course). Otherwise, it is impossible to enter the country normally just by offering online courses.
So far, except those who hold American green cards or American citizenship, they can fly directly from China to the United States according to the exemption ban of the United States.
In addition, China citizens who want to enter the United States smoothly from China need to choose a third country or a third place to transit back to the United States.
That is, China citizens need to fly to a third country/region by the "five-one" policy flight, and enter the United States by plane from the third country/region after the third country/region is quarantined 14 days.
How did China enter the United States?
First of all, as far as the choice of a third country/region is concerned, as long as it is not on the list of more than 30 countries that are prohibited from entering the country, it is not all right.
Because it will also involve the local entry policy requirements of some third countries/regions and the intensity of customs approval when these third countries/regions arrive in the United States.
It is not recommended that you choose the following countries or regions as transit countries/locations before entering the United States (personal suggestion only, for reference only:
1. Canada

1. Sri Lanka
From August 1 2020, Sri Lanka will allow foreign tourists to enter the country and open all international airports.
Visitors entering Sri Lanka need to apply for a valid visa (30 days for the first time, enough for isolation 14 days. When applying for a visa, they need to provide the hotel reservation form for staying in Sri Lanka, the itinerary in Sri Lanka, the next itinerary or return ticket, and proof of international medical insurance.
Before arriving in Sri Lanka, I must have a medical test certificate issued by a medical institution within 72 hours to prove that my COVID-19 is negative. Upon arrival at Sri Lanka airport, free nucleic acid testing will be conducted.

Since July 7, 2020, Dubai, United Arab Emirates has announced that it will allow foreign tourists to enter the country.
China citizens do not need to apply for a visa in advance to enter Dubai, UAE.
The entry requirement for foreign tourists is a negative nucleic acid test certificate issued within 96 hours before departure, and ensure that they have effective health insurance.
Before entering the United Arab Emirates, you must fill out a "health declaration form".

3. Cambodia

China citizens are required to undergo nucleic acid testing within 48 hours before departure to prove the diagnosis, and present health declaration forms and special quarantine declaration forms upon arrival.
Belarus: China citizens can enter Belarus without inspection for 14 days, but they must provide international medical insurance of not less than 10000 euros during their stay in Belarus.
Maldives: From July 15, Maldives started international flights. Foreign tourists entering Maldives need not accept any quarantine measures. They just need to fill out the health declaration form. Moreover, before entering the Maldives, foreign tourists who stay in the same hotel in the country for at least 14 days can get a free visa for 30 days.
