USCIS will determine whether you meet the definition of refugee based on the information you provide at the time of application and the interview with the asylum officer.

Asylum application can be interpreted as a more protective immigration status, because the applicant must first meet the definition of refugee.

Refugees may or may not be asylum seekers.

Asylum seekers must be refugees.
