Internal organizations of the Foreign Affairs Office of the People's Government of the Xinjiang Uygur Autonomous Region

Based on the above responsibilities, the Foreign Affairs Office (Overseas Chinese Affairs Office) of the People's Government of the Autonomous Region has 12 internal agencies:

(1) Secretariat

(2) Protocol Department

Responsible for receiving state guests, party guests and other important foreign guests who visit or transit through the autonomous region; accepting and receiving foreign diplomats stationed in China and personnel of international organizations stationed in China Visit matters; handle specific matters for the leaders of the autonomous region to go abroad, coordinate and arrange the foreign affairs activities of the leaders of the autonomous region; review plans for international conferences and foreign affairs protocol activities hosted by the autonomous region and central units in Xinjiang; be responsible for coordinating and arranging foreign financial, insurance institutions, trading companies, Non-commercial exchanges between enterprises and the people's government of the autonomous region and other matters; responsible for reviewing matters related to visits to Xinjiang by foreign dignitaries at the deputy ministerial level or above and officials from countries with which China has not established diplomatic relations; responsible for the review of foreigners visiting controlled open areas and non-open areas in the autonomous region Management; responsible for reviewing the courtesy specifications for entry and exit of foreigners and issuing relevant joint inspection certificates.

(3) Neighboring Countries Department

(4) Consular Office (Visa Office in Beijing)

Responsible for the management and service of foreign official and semi-official agencies in Xinjiang; coordinating and handling consular protection matters and official duties Identity verification and document reissue (replacement) for people going abroad (border); managing or cooperating in the handling of foreign-related cases and other important foreign-related matters; assisting in the management of foreigners in Xinjiang; undertaking official duties for the autonomous region and authorized central units stationed in Xinjiang Issuing and managing passports for people going abroad and applying for foreign visas; handling consular authentication; handling the issuance and endorsement of passes for autonomous regions and authorized central units stationed in Xinjiang to visit Hong Kong and Macau on official business; issuance of visa notices inviting foreigners to visit China Correspondence. (5) Overseas Affairs Management Office

(6) Information and Culture Department

Responsible for publicity and education on the international situation and foreign policies, providing publicity materials and external stances on major international issues and emergencies; responsible for foreign affairs and overseas Chinese affairs To carry out the external publicity work of the autonomous region, provide external publicity materials that reflect the autonomous region’s conditions, construction achievements, and ethnic policies; coordinate with relevant departments to do a good job in the autonomous region’s external publicity, cultural exchanges, non-governmental foreign affairs, and overseas Chinese affairs education; coordinate the review of important foreign-related reports in the autonomous region; be responsible for foreign affairs And the reception and management of journalists from Hong Kong and Macao who come to Xinjiang for interviews. Responsible for the editing and publishing of "Xinjiang Foreign Affairs".

(7) International Exchange Office

Responsible for the implementation of international treaties and regulations that our country has joined in the autonomous region and related work in connection with domestic laws; responsible for communicating with foreign embassies and consulates in China, The agencies of international organizations in China contact my country's embassies and consulates abroad and other agencies stationed abroad to coordinate the official and non-governmental external exchanges of the autonomous region; organize, guide, participate in and assist in the international exchange and cooperation activities of the autonomous region, and provide suggestions for the autonomous region's opening up and exchanges with the outside world. Recommendations; Responsible for handling matters related to establishing friendly relations with foreign sister cities, managing and guiding exchanges between sister cities and other non-governmental foreign exchanges.

(8) NGO Management Office

Responsible for the research and management of the activities of overseas NGOs in the autonomous region and the participation of civil organizations in the autonomous region in international NGO activities; Relevant units provide policy guidance on diplomacy and foreign affairs when carrying out activities with overseas NGOs; cooperate with relevant departments in external coordination and liaison in the management of the activities of overseas NGOs in the autonomous region and the participation of non-governmental organizations in the activities of international NGOs; responsible for the agency Comprehensive research and journal editing work.

(9) Domestic Overseas Chinese Affairs Office

Responsible for research on domestic overseas Chinese affairs, formulating policies, regulations and work opinions on overseas Chinese affairs in the autonomous region; and working with relevant departments to protect overseas Chinese, returned overseas Chinese and their family members in the country in accordance with the law. (10) Overseas Chinese Affairs Office

Responsible for research on the situation of overseas Chinese, liaison and reception services for overseas Chinese, compatriots in Hong Kong and Macao, and associations; and work with relevant departments to protect them in accordance with the law The legitimate rights and interests of overseas Chinese in the country; cooperate with our embassies and consulates abroad to do a good job in the work of overseas Chinese and new immigrants; cooperate with relevant departments to resolve matters related to the Chinese education of the children of overseas Chinese in Xinjiang; help returned overseas Chinese and their family members to inherit and transfer back to the country (territory) in accordance with the law ) external property.

(11) Economic Science and Technology Division

Work with relevant departments to formulate preferential policies for overseas Chinese and overseas Chinese-funded enterprises, and provide good services; do a good job in accepting international and foreign institutions and personnel and Donations from overseas Chinese and Hong Kong and Macao compatriots; assist relevant departments in introducing foreign capital, overseas Chinese capital, talents, technology, equipment, open up foreign markets, and promote foreign economic cooperation; provide external exchange services for export-oriented enterprises in the autonomous region.

(12) Organization and Personnel Department

Responsible for the organization and guidance of the organizational establishment, personnel, family planning, political review of going abroad (border), security and other work of directly affiliated units, and responsible for the foreign affairs of the autonomous region Training of overseas Chinese affairs cadres; assisting relevant departments in personnel arrangements for representatives of returned overseas Chinese and overseas Chinese family members; responsible for the work related to the professional title of foreign language translators in the autonomous region.

The Office of the Xinjiang Border Defense Commission is responsible for implementing the national and autonomous region’s policies, laws and regulations on border defense; implementing the work plans and arrangements of the Xinjiang Border Defense Commission; understanding the status of the autonomous region’s border defense work, conducting work research, and solving problems in border areas New situations and problems that arise; study and formulate measures and regulations for border control; be responsible for the construction, maintenance and management of border defense infrastructure in the autonomous region.

The party committee of the agency is responsible for the party-mass work of the agency and directly affiliated units.

The Supervision Office (working together with the Discipline Inspection Commission) is the stationed agency of the Autonomous Region Discipline Inspection Commission (Supervision Office) and is responsible for disciplinary inspection and administrative supervision of agencies and directly affiliated units.

The Retired Cadres Work Office is responsible for the work of retired cadres in the agency and guides the work of retired cadres in directly affiliated units.
