Responsibilities of the Provincial Development and Reform Commission Main responsibilities:

(a) to formulate and organize the implementation of national economic and social development strategies, medium-and long-term plans and annual plans, and coordinate economic and social development as a whole; Analyze and study the economic situation, put forward the goals of total balance, development speed and structural adjustment, and put forward suggestions on the comprehensive use of various economic means and policies.

(two) responsible for monitoring the macroeconomic and social development trends, and assume the responsibility of forecasting and early warning and information guidance; To study major issues in macro-economic operation and put forward suggestions on macro-control policies; Organize and coordinate the construction of credit system.

(three) to undertake the responsibility of guiding, promoting and comprehensively coordinating the economic system reform, and to study the major issues of economic system reform and opening up; Organize the formulation of a comprehensive economic system reform plan, coordinate the relevant special economic system reform work, make a good connection with the important special economic system reform in conjunction with relevant departments, and guide the pilot work of economic system reform.

(four) to undertake the responsibility of planning major construction projects and the distribution of productive forces, and to formulate the objectives, policies and measures for the total scale of investment in fixed assets and the regulation of investment structure in the whole society; Comprehensive preparation of the annual investment plan for fixed assets in the province's financial budget, and arrangement of financial construction funds and various government special construction funds; Guide and supervise the use direction of policy loans and foreign loan construction funds; Examining and approving major construction projects, major foreign investment projects and overseas investment projects according to the prescribed authority; Encourage and guide private investment; Organize the inspection of major construction projects; Guide the development of engineering consulting industry.

(5) Promoting the strategic adjustment of the economic structure. Organize the formulation of comprehensive industrial policies; Responsible for coordinating the major issues in the development of various industries and the convergence balance of relevant development plans, policies and measures, and doing a good job in the convergence balance with national economic and social development plans and plans; Major issues in coordinating agricultural and rural economic and social development; Organizing the formulation of development strategies, plans and policies and measures for high-tech industries; Comprehensively analyze the implementation effects of fiscal, financial, industrial and price policies, and put forward relevant policy suggestions; Prepare provincial-level national economic mobilization plans, plans and pre-plans, and organize relevant work of national economic mobilization.

(six) to study and put forward the development strategy of utilizing foreign capital and overseas investment, the goal of total balance and structural optimization, and policy suggestions; To draw up plans for loans from international financial organizations, foreign government loans and commercial loans, and be responsible for the management and monitoring of full-caliber foreign debts; Organize, coordinate and promote inter-provincial economic and technological cooperation and exchanges and counterpart support.

(seven) to undertake the organization, coordination, implementation, monitoring and evaluation of the planning of the main functional areas; To formulate regional development strategies, plans and policy measures, and be responsible for the implementation of the policy of the rise of central China; To study and put forward the urbanization development strategy and relevant policy suggestions, and guide the county economic development and the construction of economically strong towns; Responsible for the relevant work of the development zone according to the regulations; To formulate and organize the implementation of economic development plans and work-for-relief plans to help poor areas; Organize and coordinate resettlement and economic development in the reservoir area.

(eight) to study and put forward the development strategy of social undertakings in the province, organize the formulation of medium-and long-term plans and annual plans for the development of social undertakings, and be responsible for the connection and balance between education, culture, health and other social undertakings and the development of the national economy; To study and put forward policy suggestions to promote employment, improve income distribution and social security, and coordinate major issues and policies in the development and reform of social undertakings.

(nine) in conjunction with the relevant departments to formulate service industry development strategies and policies and measures, organize the preparation of service industry, key regional wholesale markets and key factor markets development planning, and guide the construction of market system; Formulate strategies and plans for the development of modern logistics industry; Responsible for the total balance and macro-control of important commodities, prepare the total import and export plan of important agricultural products, and study and put forward suggestions on the reserve of important commodities.

(ten) to promote the province's sustainable development strategy, responsible for the comprehensive coordination of energy conservation and emission reduction, organize the formulation of policies to develop circular economy and build a conservation-oriented society and coordinate their implementation; Participate in the preparation of ecological construction and environmental protection planning, coordinate major issues of ecological construction, energy conservation and comprehensive utilization, and comprehensively coordinate environmental protection production.

Industry and cleaner production promotion related work; Organizing the formulation of plans and policies to deal with climate change; Put forward policy suggestions on the regulation, development, utilization and protection of land resources.

(eleven) to participate in the drafting and implementation of relevant local regulations; Analyze the implementation of relevant laws and regulations and major principles and policies, and put forward policy suggestions; Guide and coordinate the bidding work according to regulations.

(twelve) to undertake other tasks assigned by the provincial government.
