Meizhou Bay Integration

At the beginning of the new year (2009), the preparatory group office of Meizhou Bay Port Authority was formally established. This move aims to meet the needs of the construction and development of Haixi and direct foreign flights, and marks the implementation stage of Meizhou Bay port system integration.

Xiuyu Port on the north bank of Meizhou Bay and Xiaocuo Port on the south bank have been listed as the first batch of open ports for direct cross-strait sea flights. Putian belonged to Quanzhou for hundreds of years, but Putian County was established more than 300 years earlier than Hui 'an County, so Meizhou Bay actually belonged to Putian County in the early days. After the establishment of Hui 'an County, Meizhou Bay was owned by Putian County, Hui 'an County and Xianyou County, and there were frequent exchanges between Putian County, Hui 'an County and Xianyou County. Later, on April 28th, 1983, the State Council approved the cancellation of Putian area. 1On September 9th, 983, the State Council approved the establishment of prefecture-level Putian City, and put Putian and Xianyou counties in Jinjiang area under the jurisdiction of Putian City, and established Putian City, and analyzed the Chengxiang and Hanjiang districts of Putian County. Quangang District was formed by the merger of a part of Xianyou County (now Xianyou County, Putian City) and a part of Hui 'an County. Putian County was established in the Southern Dynasties. 100 years later, Qingyuan county was established in the west of Putian county, and later renamed Xianyou county. More than 300 years after the establishment of Putian County, Hui 'an County was established. Due to the integration of Quanzhou dialect and Puxian dialect, and the different assimilation degree of Quanzhou dialect to Puxian dialect, some dialects different from Quanzhou southern dialect have been formed in Quangang area. The historical reasons for this are still little known.

Therefore, the provincial party committee and government decided to integrate the Meizhou Bay port system and establish the Meizhou Bay Port Authority to unify the name, organization, planning, construction, management, pilotage and service of the whole port area. Because Quangang area is connected with Puxian, there are frequent exchanges. Unlike Quanzhou or other places in Zhangzhou, which are not connected with Puxian or far away from Puxian, some Puxian dialects have been preserved, but some of them have been assimilated by Quanzhou dialect. The historical reasons for this are still little known.

Before the end of Ming Dynasty, the language of Jieshan Town, especially many villages near Putian Fengting, was Puxian dialect. These villages have always belonged to Lianjiang under the jurisdiction of Xianyou County (now Fengting Town, Putian City), and they spoke Puxian dialect, which was popular at that time. Up to now, many complicated weddings, funerals and festive festivals in these villages still retain a strong color of Puxian. However, due to the geographical location adjacent to Huibei, Li Kai, an assistant to the governor of Huguang during the Wanli period of the Ming Dynasty (1573- 19), proposed to delimit these villages from Xianyou County on the grounds that the above villages, together with several villages (now Tuling Town) originally in Fengting, were geographically adjacent to Huibei and easy to administer. Later, Li Kai came forward to raise a sum of money and bought these villages. Since then, these seven villages, with land of 1 10,000 mu and population of tens of thousands, have been placed under the jurisdiction of Hui 'an County, and the Huixian boundary pillar originally located in Baishuikeng has been moved several kilometers to the north of Jieshan Town, and the new site of boundary pillar has been renamed Jiaotang of Jieshan Village. According to the old versions of Putian County Records and Fengting Records, although these villages were under the jurisdiction of Hui 'an at that time, Fengting was still responsible for the taxation and food of these villages. Putian dialect is based on Minnan dialect. Houlong, Fengwei and Nanpu dialects are between Quanzhou dialect and Puxian dialect, belonging to Minnan language family. Due to the cross assimilation and integration of the two dialects, a unique "Toubei dialect" or "Xialu dialect" has been formed. The languages of towns such as Jieshan Town, especially some villages near Fengting, still remain, but Puxian dialect has not been completely assimilated by Quanzhou dialect, so it is called "Dinglu dialect". Since the late Ming Dynasty, due to the change of regional jurisdiction, "Dinglu dialect" has been more or less incorporated into some components of "Xialu dialect", which is a Puxian dialect partially assimilated by Quanzhou dialect. Puxian dialect is based on Minnan dialect. Although influenced by Fuzhou dialect, Puxian dialect is basically the same as Quanzhou dialect in terms of literary and colloquial correspondence, phonetic structure, basic vocabulary and grammar. Putian is the most prominent place where the contradiction between people and land is in southern Fujian. In the late Tang Dynasty, a large number of immortals began to make a living or moved to other places, such as Zhangzhou, Quanzhou, and were quickly assimilated by the local dialect. Because a large part of Putian people immigrate to Zhangzhou, Quanzhou every year, there are hundreds to thousands of people, and few people are more than 10 thousand. Compared with people who are already in Quanzhou and Zhangzhou, it is a minority, so it is easy to be assimilated by Quanzhou and Zhangzhou people. Moreover, some Putian people immigrated for hundreds to thousands of years and have long been assimilated by Quanzhou people and Zhangzhou people. Therefore, if a Putian person lives in Zhangzhou, Quanzhou for a long time, he can easily learn Quanzhou dialect, and the Putian dialect in Zhangzhou, Quanzhou can easily be transformed into Quanzhou dialect or Zhangzhou dialect, so the Putian dialect of Putian people who immigrated to Zhangzhou, Quanzhou will soon be assimilated by the local dialect, so it is not easy for Quanzhou Zhangzhou to form an apricot flower island. The original name of Quangang area is "Xiaocuo". 1In September, 1992, Xiaocuo Town was established, which governed four townships in the former Huibei area (namely Nanpu, Shanbian, Houlong, Tuling Town and Shanbian Salt Field), and was transformed into an office, becoming a super-large town with a population of more than 300,000 in China, and was given some economic management authority equivalent to the county level. Quangang belonged to Huibei District of Hui 'an before 1996. There are four towns, Nanpu, Houlong, Shanbian and Huang Qian, which belong to the most backward place in Hui 'an economy. April 2 1, 1996 In order to accelerate the development of the northern part of Hui 'an County as an important petrochemical base in Fujian Province, the Fujian Provincial People's Government decided to build it in Xiaocuo. 1July, 1996, Xiaocuo Town was abolished and Xiaocuo Economic Development Management Committee was established. In order to speed up the development and construction of petrochemical base, from 65438 to 0999, Xiaocuo Party Working Committee and Management Committee declared the establishment of "Meigang District". Because "Mekong River" is easily mistaken for Meizhou Bay and confused with Putian's jurisdiction, it was abandoned and given a new name. Considering that Xiaocuo Port is a rare natural port in Quanzhou, Quanzhou is more appropriately called "Quangang", so it was renamed as "Quangang". June 5438+February 2000, with the approval of the State Council, Xiaocuo Management Committee was renamed Quangang District. The reason for setting up another zone is the need of developing petrochemical industry and port logistics in Fujian Province. Quangang petrochemical industry has become bigger and stronger. As an important pillar of Fujian's economy, the port was known as the three natural ports in China during Sun Yat-sen's period. The port and petrochemical complement each other and promote each other. The development in recent years has proved that the establishment of Quangang District is correct. The rapid development of Quangang District 12 years has proved that the establishment of Quangang District is correct and has become an extremely important economic growth engine to maintain the economic growth of Quanzhou and even Fujian Province.

The preparatory group office of Meizhou Bay Port Authority will be responsible for establishing Meizhou Bay Port Authority and Meizhou Bay Port Development Company, coordinating and handling matters related to the integration of Putian and Quanzhou ports, such as the scope of responsibilities and the adjustment of management personnel, and completing the handover with the port authorities of the two cities. According to reports, this integration is related to the overall situation of Haixi construction. By then, Meizhou Bay Port will be fully developed into a cross-strait direct shipping service, providing transit service for Taiwan Province Province and facing the gateway port and base in the Asia-Pacific region.
