First, strive to overcome the impact of the ice disaster, actively strive for policy support from higher authorities, and promote the virtuous circle development of forestry in the town.

Forestry is only the pillar industry of our town, and it is also the main source of income for farmers in the town. The town suffered heavy losses in forestry and farmers' economy. Because of the long rotation period of forestry, it takes a long period to restore forestry production, while the reforestation needs to invest a lot of manpower, material resources and financial resources to ensure it because of the large area affected. Therefore, our town will continue to actively seek policy support, especially economic support, from the higher party committees and governments, and do everything possible to help and support forest farmers to vigorously carry out afforestation and scientific afforestation, so as to ensure that a forest land will not be abandoned due to snowstorms. The second is to increase technical guidance, so that forest farmers can cultivate forests scientifically and return green mountains and green waters as soon as possible. Thirdly, actively introduce foreign capital to build wood processing plants, reprocess damaged trees, broaden forest sales channels, increase the added value of wood, increase the income of forest farmers, and strive to minimize the losses of snowstorms to forestry and forest farmers.

Combined with the construction of Lechangxia Water Control Project, we should focus on ecological forestry to promote forestry development, do a good job in classified management of forestry, establish a relatively complete forestry ecological system and a relatively developed forestry industrial system, strengthen forest law enforcement, do a good job in forest fire prevention, increase investment in forestry science and technology, strengthen the awareness of protection and sustainable development, change the current situation of single forestry economy, and finally realize the economic sustainable development from single timber forest to ecological forest and sightseeing forest.

Fruit planting should focus on the construction of water sources and Yongji Bridge bases, and guide the masses to plant marketable varieties through the demonstration of planting bases. Tobacco production should focus on key villages, pay special attention to the implementation of reward and compensation policies, and do a good job in supporting services in all aspects of production. Only by making the common people get benefits from planting tobacco, the area of planting tobacco leaves will naturally expand. Tea planting should continue to expand the planting scale, improve the processing quality, expand the product popularity, start the brand of "Eighteen Tans", and strive to make Dayaoshan tea stronger and bigger through several years' efforts, making it the leading agricultural industry in our town. The cultivation of honey should be guided positively, publicized in many ways, the scale of planting should be gradually expanded, the outer packaging of honey products should be done well, the brand effect should be exerted, the added value of products should be improved, and the income of beekeepers should be increased.

The second is to gradually improve the various systems of professional cooperatives. Give full play to the role of Zhenfengyuan Agricultural Cooperative, and provide high-quality services for farmers before, during and after delivery. The key point is to provide technical services for farmers and broaden sales channels, solve farmers' worries, promote agricultural efficiency and increase farmers' income in the whole town, actively explore and apply the "cooperative+farmer" model, develop characteristic agricultural products and promote the process of agricultural industrialization.

Three, combined with the Lechang Gorge water control project construction, planning Dayuan tourism development blueprint.

With the construction of Lechangxia water control project, there will be a beautiful landscape of "high gorge out of Pinghu" in our town. Coupled with the good natural ecological environment on both sides of the reservoir, beautiful landscape paintings will be presented to people, which will provide unique conditions for the development of eco-tourism. Eco-tourism will also become the most potential industry in the future economic development of our town. Therefore, we must strive to build a strong town of eco-tourism and make eco-tourism a leading factor to drive Dayuan economy to take off. To this end, we must first strengthen communication with the construction and design units of Lechangxia Water Control Project, actively promote it, and reserve a good space for the development of tourism in terms of reservoir construction, resettlement and urban migration. Secondly, we should cooperate with the tourism authorities to do a good job in the tourism planning of our town. Third, it is necessary to guide farmers to strengthen ecological environment protection, protect the ecological environment on both sides of the reservoir, and fully consider the landscape effect in tree species selection and layout. In short, we should seriously study the five elements of "food, clothing, housing and transportation" in the tourism industry, and make an overall plan in advance in terms of village layout and product development. It is necessary to guide farmers to develop related industries, develop rural economy and build a strong tourist town.

Fourth, break the bottleneck of development, further improve infrastructure and enhance the stamina of economic development.

The first is to continue to improve the traffic environment of Dayuan. At present, the rural road in our town108km is only hardened18km, and there are more than 90km of it not hardened. Backward infrastructure construction, especially extremely backward traffic conditions, is a "bottleneck" that restricts Dayuan's economic development. To change the backward traffic situation, firstly, we should seize the favorable opportunity of Lechang Gorge construction, the opening of Lemei Highway and the rural highway construction policies of provinces and cities, strive for the opening and hardening of roads around the reservoir, strive for the construction of Dayuan River-crossing Bridge, form a traffic network in the east and west of our city, and fundamentally solve the problem that Dayuan people are difficult to walk. Second, we will continue to follow up on the selection and construction of new public construction sites in Dachangtan, Qin Xin, Tan Xiao and Sigongkeng villages that need to be relocated and rebuilt in the construction of Lechangxia Water Control Project. At the same time, it is necessary to improve the office environment of the village Committee and provide high-quality, convenient and comfortable working environment for the villagers. Third, strengthen coordination and communication and do a good job in school relocation. Combined with the construction of Lechang Gorge, the town middle school and the town central primary school need to be relocated and rebuilt. Do a good job in separating teachers and students, actively strengthen communication with the Education Bureau, Lechangxia Immigration Office and other units, and fully consider the influence of various favorable and unfavorable factors. The general requirement is that students will not be unable to study or read badly because of relocation, parents will not increase their family burden because of relocation, and teachers will not affect teaching because of relocation.

Second, continue to co-ordinate the construction of key projects. Do a good job in the finishing work of Wuhan-Guangzhou express railway and Lemei highway, concentrate on it, and cooperate with the Provincial Water Resources Department to do a good job in dispute coordination and relocation and resettlement of Lechangxia water control project.

Third, vigorously develop farmers' biogas construction. In specific work, combined with some immigrants who need to build new houses due to the influence of Lechang Gorge, through positive guidance, each household is allowed to build new biogas digesters 1 unit. Efforts should be made to guide the masses to improve farmers' production and living conditions, build a good living environment, pay close attention to household cleaning projects with greening, beautification, hardening and biogas power generation as the main contents, and carry out ecological energy construction with toilets, kitchens and biogas digesters as the main contents. Create a good production and living environment for the majority of villagers, make the courtyard and village roads clean and tidy, and liberate the majority of rural women from the kitchen filled with oil smoke. In 2009, our town plans to build 65,438+000 new biogas digesters.
