How to accelerate the process of new urbanization

The new urbanization is a new urbanization road characterized by urban-rural integration, interaction between production and city, economy and intensive, ecological livability and harmonious development, and coordinated development of large, medium and small cities, small towns and new rural communities. The new urbanization construction is an important strategic deployment made by the 18th National Congress of the Communist Party of China, and it is also an objective requirement for speeding up the construction of a rich, harmonious and beautiful Shaanxi. Accelerating the process of new urbanization in our province is of great strategic significance for our province to achieve "overtaking in corners" and maintain stable and rapid economic development in a longer period of time.

(1) Urbanization is the potential to expand domestic demand and a realistic choice to build a "rich Shaanxi". Urbanization is an important engine to adjust the structure and expand domestic demand at present, and it is a realistic choice to realize the steady and rapid economic development of the whole province in the next five years. Urbanization can effectively promote the concentration of population in cities and towns, give full play to the scale benefits of cities, realize the optimal allocation of resources, create new consumer demand and promote the development of secondary and tertiary industries. According to estimates, the per capita consumption level of urban residents in our province is 3.7 times that of farmers. According to the Twelfth Five-Year Plan, by 20 15, the urbanization rate of the whole province will reach 57%, with an average annual increase of 2.3 percentage points. Every year, 950,000 rural people move to cities and towns, which can increase consumption by about 6.3 billion yuan and boost GDP growth by about 20 billion yuan. Due to the increase of urban population, investment in urban infrastructure and production and living conditions can effectively stimulate economic growth. At the same time, the harmonious interaction of urbanization, industrialization, informationization and agricultural modernization has injected lasting impetus into the all-round construction of "rich Shaanxi".

(2) Urbanization is an important way to coordinate urban and rural development and build a "harmonious Shaanxi". Promoting the integration of urban and rural development through urbanization is the fundamental way to solve the "three rural issues" and the key to realize people's prosperity. At present, our province has entered the development stage of industry feeding back agriculture and cities supporting rural areas. Accelerating urbanization can create new fields and demands for employment, promote industrial upgrading, and let urban and rural residents enjoy the fruits of economic and social development. It is estimated that for every increase in urbanization rate of 1 percentage point, GDP will increase by 0. 15 percentage point, and employment will increase by 0.33 percentage point. (3) Urbanization is a powerful guarantee for building a harmonious ecology and realizing "beautiful Shaanxi". The relocation of disaster-avoiding immigrants in our province, the comprehensive management of Weihe River and Hanjiang River, and the return of farmland to forests have provided preconditions for reducing the pressure on the ecological environment and restoring the regional ecosystem. With the advancement of urbanization, a large number of farmers have moved to cities and towns for employment, and the labor force engaged in agriculture has decreased significantly, minimizing the dependence and excessive consumption of human activities on natural resources. Through the centralized resettlement of urban communities, new villages and towns are formed, the scale of the original towns is expanded, the urban agglomeration effect is brought into play, the living standards and quality of farmers are effectively improved, the development concept of "people-oriented" is embodied, and a strong guarantee is provided for the construction of "beautiful Shaanxi".

In recent years, in accordance with the general idea of "building Xi into this beautiful city, strengthening the county, making it into a big market town and doing a good job in the community", our province is planning-oriented, focusing on the construction of affordable housing, farmers who have the conditions to settle in the city and immigrants to avoid disasters, and promoting the accelerated development of new urbanization in the province. In 20 12, the urbanization rate of the whole province increased to 50.02%. Basically, a pyramid-shaped urban system consisting of Guanzhong urban agglomeration, 3 big cities, 6 medium cities, 34 small cities and 837 towns with the integration of An and Xian 'an as the core has been formed, and the role of radiation driving has become increasingly prominent, opening a new historical chapter in the urbanization of our province. With the sustained and rapid economic and social development, the process of urbanization in our province has entered a critical period, facing some new challenges and problems. We must make overall plans, respond positively and accelerate development.

First, promote urbanization with projects as the carrier. First, vigorously promote the construction of infrastructure, public services and other projects. Increase infrastructure projects focusing on road traffic, sewage and garbage treatment facilities and public service projects focusing on schools and hospitals, strengthen the urban skeleton and enhance urban functions. Second, the affordable housing project is regarded as an important means to promote urbanization, and it is combined with shantytown renovation, new district construction, county construction, key town construction and resettlement to promote the accelerated development of urbanization. The third is to cultivate strategic emerging industries. Taking projects as the starting point, we will accelerate the cultivation of strategic emerging industries such as aerospace, new materials, new energy and next-generation information technology, and promote the coordinated development of urbanization, industrialization, informationization and agricultural modernization.

Second, coordinate the development of urban and rural integration. First, we must improve policies. Promote the equal exchange of urban and rural factors and the balanced allocation of public resources, guide urban capital, technology, talents, management and other factors to flow to rural areas, establish a unified public service system in urban and rural areas, cultivate a unified human resources market in urban and rural areas, and guide farmers to go out for employment in an orderly manner or transfer employment nearby. Second, we must plan scientifically. Strengthen planning control, guide the rational allocation of public resources such as municipal infrastructure, public service facilities and affordable housing, and realize the equalization of urban and rural public services. Do a good job in the implementation of urban-rural integration construction planning in 83 counties and cities in our province, and enhance the endogenous power of county development. Third, we must do a good job in the pilot. Accelerate the construction of 43 key counties and 3 1 key towns, strive to reach the construction standard of key demonstration towns in 20 15, and make a demonstration for the urbanization construction of the whole province.

Third, actively promote the reform of the household registration system. The first is to further improve the settlement policy. It is necessary to gradually divest the management functions attached to the household registration management, so that the household registration can truly reflect the personal identity, family relationship, permanent address and changes of residents. The second is to intensify efforts to clean up outdated policies. For farmers and floating population who actually live in cities and towns, but temporarily do not have the conditions to settle in cities or are unwilling to transfer their accounts, the residence permit system will be implemented. The third is to improve the construction of population information platform and create conditions for realizing full coverage of urban basic public services. Promote all localities to formulate economic and social development plans, land use and infrastructure construction plans based on the resident population, and make overall consideration of the needs of the resident population in employment, children's education, public health, housing rental and purchase, social security, etc. , fair treatment, reasonable guidance, perfect management and good service.

Fourth, scientifically save intensive land use. The healthy promotion of urbanization is conducive to saving and intensive use of land. It is necessary to strictly protect cultivated land and use the land saved by urbanization as much as possible to develop facility agriculture. It is necessary to strengthen the construction of ecological environment and protect wetlands and water resources. Improve the utilization efficiency of construction land and accelerate the development of urbanization.

The fifth is to improve the ability of public service guarantee. It is necessary to speed up the establishment and improvement of the social security system, effectively solve the problems of "urban diseases" such as traffic congestion, parking difficulties, air pollution and environmental degradation, and provide a good living environment for urban and rural residents.
