1. Guiding ideology

2. Basic Principles
(1) Scientific planning and step-by-step implementation. According to the local economic and social development level and the government's financial capacity, combined with urban planning, land use planning and affordable housing construction planning, we should reasonably determine the goals and tasks for the transformation of various types of shantytowns, and proceed step by step according to our ability, and first transform into shantytowns. , and then transform other shantytowns.
(2) Government-led and market-driven. The reconstruction of shantytowns has strong policy and public welfare aspects. The government must give full play to its organizational and guiding role and provide active support in terms of policies and funds. It should also focus on giving full play to the role of market mechanisms, fully mobilize the enthusiasm of enterprises and shantytown residents, and mobilize the broad participation of social forces. .
(3) Adapt measures to local conditions and focus on practical results.
In accordance with the requirements of small units, complete functions, good supporting facilities, high quality, safety and reliability, space should be used scientifically to effectively meet basic living functions. Adhere to the combination of rectification and transformation, and reasonably define the scope of transformation. For the buildings retained in the plan, we will mainly carry out house repair and reinforcement, improve supporting facilities, comprehensive environmental improvement and building energy-saving renovation.
(4) Improve supporting facilities and build simultaneously. Adhere to synchronous planning, synchronous construction, and synchronous delivery and use, and organize municipal infrastructure such as water supply, power supply, gas supply, heating, communications, sewage and garbage treatment, and supporting supporting facilities such as commerce, education, medical and health care, and barrier-free facilities in the newly built resettlement communities. The construction of public service facilities promotes social construction focusing on improving people's livelihood.
3. Renovation Planning Objectives and Tasks
(1) Current Situation Analysis
According to the current situation data survey and analysis, the types of shantytowns in Sanming City include: urban shantytowns, dilapidated houses in state-owned reclamation areas and shantytowns in state-owned forest areas. There are 33 urban shanty town projects, with a total number of 6,868 households needing to be renovated, and a total construction area of ??820,671 square meters, including 11 projects in Meilie District, with 2,921 households needing to be renovated, and a total construction area of ??436,400 square meters; 22 projects in Sanyuan District 3,947 households need to be renovated, with a total construction area of ??384,271 square meters. There are 2 dilapidated house projects in state-owned reclamation areas, with 177 households needing renovation and a renovation construction area of ??15,266 square meters. There is one shanty town in the state-owned forest area, with 167 households needing renovation and a total construction area of ??9,668 square meters.
(2) Overall goal (2013-2022)
Starting from 2013, it is planned to use 5-10 years to basically complete the urban shanty towns and state-owned reclamation areas. It is planned to renovate a total of 7,212 households in shantytowns (dangerous old houses), with a total construction area of ??845,605 square meters and a land area of ??about 80 hectares. (3) Five-year planning goals (2013-2017)
Starting from 2013, it is planned to take five years to basically complete Meilie District: Lifeng Phase II, Xiaoli District Xi Farm; Sanyuan District: Renovation tasks of shantytowns (dangerous old houses) in six urban areas including Xintian Lane, Baiban Road, Jingxi Pian, and Baisha Pian. The five-year plan has focused on transforming 3,411 households in shantytowns, 144 households in urban village shantytowns, 167 households in shantytowns in state-owned forest areas, and 121 dilapidated houses in state-owned reclamation areas. The planned land area for renovation is about 14 hectares. Among them: Meilie District plans to renovate 1,115 households in urban shantytowns, with a total construction area of ??51,400 square meters, and a land supply area of ??about 4.5 hectares. Sanyuan District plans to renovate 2,440 households in urban shantytowns, with a total construction area of ??249,665 square meters, and a land supply area of ??249,665 square meters. (4) Annual Renovation Plan (2013-2017)
In 2013, it was planned to implement the renovation of 418 households in various shantytowns; the plan was to implement the renovation of 517 households in various types of shantytowns; It is planned to implement the renovation of 754 households in various types of shanty towns; in 2017, it was planned to implement the renovation of 1,319 households in various types of shanty towns; in 2017, it was planned to implement the renovation of 835 households in various types of shanty towns.
The total planned investment is about 580 million yuan, and funds will be raised through multiple channels such as fiscal investment, bank loans, bond financing, private capital investment, self-raising by enterprises and the masses. So that the shanty town reconstruction task can be successfully completed according to the annual plan.
4. Policies and Measures
(1) Ensuring land supply
Land used for housing reconstruction in shantytowns should be included in the local land supply plan as a priority. Land for affordable housing, low-rent housing and eligible public rental housing construction projects involved in resettlement housing can be provided through allocation. Affordable housing projects involving agricultural land conversion and land expropriation must be submitted separately for approval. The resettlement housing will be constructed in a combination of in-situ and off-site construction, with the focus being on nearby resettlement.
(2) Improve the resettlement and compensation policy
Shantytown reconstruction implements a combination of physical resettlement and monetary compensation, and is voluntarily chosen by the shantytown residents. Specific resettlement and compensation measures must be formulated in accordance with relevant national regulations, forced demolitions and evictions must be prohibited, and the legitimate rights and interests of the masses must be protected in accordance with the law. For residents in shantytowns with financial difficulties and unable to purchase resettlement housing, their basic living needs can be met by providing rental-type affordable housing, or, subject to relevant policies and regulations, they can be included in the local housing security system for planning and solution.
(3) Raising funds through multiple channels
Raise funds by increasing financial subsidies, increasing bank credit support, attracting private capital participation, expanding bond financing, and self-raising by enterprises and the masses. .
1. Increase financial support from governments at all levels. The central and provincial governments have increased subsidies for the renovation of shantytowns and given priority to areas with financial difficulties. Municipal and county people's governments should effectively increase capital investment in shanty town reconstruction. They can allocate funds from urban maintenance and construction taxes, urban utility surcharges, urban infrastructure supporting fees, land transfer revenue and other channels for expenditure on shanty town reconstruction. In addition to the above funding channels, some funds can also be appropriately allocated from the state-owned capital operating budget for the renovation of shantytowns by state-owned enterprises. Cities and counties that have the conditions may provide loan interest discounts for shanty town reconstruction projects.
2. Increase credit support.
All banking financial institutions must follow the principles of risk control and commercial sustainability, innovate financial products, improve financial services, actively support the renovation of shantytowns, increase credit fund arrangements for shantytown renovation, and provide loans to qualified shantytown renovation projects. All regions must establish and improve loan repayment guarantee mechanisms for shantytown renovation and actively attract credit funding support.
3. Encourage private capital to participate in transformation. Encourage and guide private capital to participate in the renovation of shantytowns through direct investment, indirect investment, equity participation, entrusted construction and other methods according to the task arrangements of affordable housing projects. It is necessary to actively implement various supporting policies for private capital to participate in the reconstruction of shantytowns, eliminate policy obstacles for private capital to participate in the reconstruction of shantytowns, and strengthen guidance and supervision.
4. Standardize the use of corporate bond financing. Local government financing platform companies that meet the regulations and companies undertaking shantytown renovation projects can issue corporate bonds or medium-term notes specifically for shantytown renovation projects. For companies that issue corporate bonds for the purpose of rebuilding shantytowns, priority will be given to the approval procedures and the speed of approval will be accelerated.
5. Increase investment in corporate transformation. Encourage enterprises to invest in the renovation of shantytowns and increase investment in renovation. If an enterprise participates in the industrial and mining (including coal mines decentralized by the central government) shantytown renovation, forestry shantytown renovation, and dilapidated house renovation in reclamation areas organized by the government, the enterprise's expenditures that meet the prescribed conditions are allowed to be deducted before corporate income tax. It is necessary to fully mobilize the enthusiasm of enterprise employees, actively participate in the transformation, and reasonably bear the funds for resettlement housing construction.
(4) Implement tax reduction and exemption policies
For shanty town reconstruction projects, various administrative fees and government funds such as urban infrastructure supporting fees will be exempted. We will implement preferential tax policies for shantytown renovation and resettlement housing, and expand the scope of preferential treatment from urban and state-owned industrial and mining shantytowns to shantytowns in state-owned forest areas and reclamation areas. Electric power, communications, municipal utilities and other enterprises should provide support for the renovation of shantytowns and appropriately reduce or exempt operating charges such as network access and pipe network capacity expansion.
1. Various administrative fees and government funds are exempted. According to the "Several Opinions of the State Council on Solving Housing Difficulties of Low-Income Families in Urban Areas" (Guofa [2007] No. 24) and the "Guiding Opinions", various administrative fees and government funds are exempted from shantytown renovation. Among them, exempted national administrative fees include air defense basement relocation construction fees and other items; exempted national government funds include urban infrastructure supporting fees, bulk cement special funds, new wall materials special funds, urban education Surcharges, local education surcharges, urban utility surcharges and other items.
2. According to the "Guiding Opinions", land for affordable housing and low-rent housing construction projects involved in the reconstruction and resettlement of shantytowns can be allocated to provide land.
3. Earnestly implement relevant tax preferential policies. According to the "Guiding Opinions", preferential tax policies for affordable housing will be implemented for the construction of resettlement housing in shanty towns and the acquisition of resettlement housing.
5. Improve the level of planning and construction
(1) Optimize planning layout. Housing reconstruction and resettlement in shantytowns shall be carried out on a combination of in-situ and off-site construction, with priority given to nearby resettlement; for off-site resettlement, residents’ needs for employment, medical treatment, schooling, travel, etc. shall be fully considered, the site selection shall be reasonably planned, and the location shall be arranged in a location with convenient transportation and supporting facilities as much as possible. Fully equipped location. It is necessary to implement the principles of energy conservation, land conservation and environmental protection, strictly control the housing area, and implement various measures for conserving and intensive land use and energy conservation and emission reduction.
(2) Improve the construction of supporting infrastructure. Shantytown reconstruction projects must plan and construct corresponding commercial and comprehensive service facilities in accordance with relevant regulations. Governments at all levels must broaden financing channels, increase investment, and speed up the planning, construction, and completion delivery of supporting infrastructure and public service facilities. It is necessary to strengthen resettlement housing management, improve community public services, and ensure that residents live and work in peace and contentment.
(3) Ensure project quality and safety. It is necessary to implement project quality responsibilities and strictly implement basic construction procedures and standards, especially mandatory standards such as earthquake resistance. Strict construction material inspection system to prevent fake and inferior building materials from flowing into construction sites. Improve the project information disclosure system. The legal person of the project shall bear lifelong responsibility for the quality of the housing. Survey, design, construction, supervision and other units shall bear corresponding responsibilities for the quality of construction projects in accordance with the law, and actively implement the lifelong responsibility system for unit leaders and project leaders. Promote project quality responsibility signs, publicize relevant construction units and responsible persons, and accept social supervision. Implement the green building action plan and actively implement green building standards.
6. Safeguard Measures
(1) Overall requirements. Further raise awareness and continue to intensify efforts to renovate shantytowns. The municipal government has overall responsibility for the shanty town reconstruction work. It implements the annual construction plan and strengthens target responsibility assessment in accordance with the shanty town reconstruction plan compiled from 2013 to 2017. Further clarify specific work responsibilities and measures, and do a solid job in organizing the shanty town reconstruction work, especially resettlement and compensation in accordance with laws and regulations, and ensure that planning, funds, land supply, policies, supervision, and compensation distribution are in place.
(2) Strengthen organizational leadership. The municipal government has established a leading group for shantytown reconstruction work, which is responsible for organizing, guiding and coordinating the implementation of shantytown reconstruction projects. Relevant urban departments must fully understand the importance and urgency of shanty town reconstruction work, effectively strengthen leadership, carefully organize implementation, and effectively implement it.
(3) Provide good government services. Relevant urban departments should establish green approval channels, simplify procedures, shorten the approval time, speed up the bidding for development rights of shanty town reconstruction projects, land bidding and auctions, development and construction, fund allocation and other procedures, and help project implementation units and development enterprises coordinate Solve specific problems.
(4) Increase publicity efforts. (5) Strengthen the implementation of responsibilities. Shantytown reconstruction has strong policy and public welfare aspects. Consider the renovation of shantytowns as an important livelihood project and strictly implement target responsibility management. Municipal development and reform, finance, land and resources, planning, construction, housing management and other departments must work together to complete relevant work in accordance with their respective responsibilities. The Municipal Housing and Urban-Rural Development Bureau is the city’s housing security department, responsible for the policy formulation, construction, distribution, coordination and management of affordable housing. It works with the city’s development and reform, land, planning and other departments to prepare the overall plan and annual plan for shanty town reconstruction, and provide timely updates. Submit shanty town reconstruction projects and data information. The Municipal Land and Resources Bureau must, in accordance with the requirements of the shantytown reconstruction plan, do a good job in land consolidation, expropriation and transfer of land for shantytown reconstruction. The development and reform department is responsible for the review and approval of shanty town reconstruction projects and the application for financial subsidies. The Meili and Sanyuan district governments are responsible for the expropriation and relocation of shanty town reconstruction projects within their jurisdictions, and timely collection and submission of expropriation and relocation information to relevant departments.
(6) Strengthen supervision and inspection. Relevant departments such as the Municipal Discipline Inspection and Supervision Bureau, the Housing and Urban-Rural Development Bureau, etc. must establish an effective supervision system and conduct regular comprehensive supervision and inspections on shanty town reconstruction work; fully implement work tasks and various policies and measures, and strictly prohibit enterprises and institutions from borrowing shanty town reconstruction policies Build welfare housing.
