Lack of funds. The East Sichuan Natural Gas Chlor-Alkali National Project is the largest resettlement development project supporting the Three Gorges Project. The project has an estimated budget of nearly 3 billion. Construction started in 1994, but construction was suspended at the end of 1997 due to lack of funds, and the project was finally canceled in 1998. The East Sichuan Natural Gas Chlor-Alkali National Project cost 1.32 billion, and another 450 million is needed to clear the debt. Moreover, the initial investment cannot be recovered due to the cancellation of the project.
