According to the laws promulgated by FCC 2065 438+09 to protect the security of American communication networks, the companies on the list are considered to pose a threat to the national communication security of the United States. In June last year, the FCC voted to pass a ban on using the equipment of listed companies in the US telecommunications network. In June 5438+10 last year, the US Senate asked FCC not to issue new equipment licenses to listed companies.

At present, there are eight companies on the list, namely Kaspersky Lab, China Mobile International Co., Ltd. and China Telecom Americas, and Huawei, ZTE, Hainengda, Hikvision and Dahua, which were listed on the list on March 12 last year.

Previously, the FCC revoked the 2 14 licenses of China enterprises such as China Telecom in the United States on the grounds of national security. Moreover, in 20 19, the FCC rejected China Mobile's application to conduct business in the United States, and the reason used at that time was that it might seriously endanger the national security of the United States.

The so-called 2 14 license refers to the international telecommunications business authorization issued by FCC according to the provisions of Article 2 14 of the American Communications Act. If the company does not have a 2 14 license, it cannot operate in the United States.

China resolutely opposes the abuse of state power by the United States to maliciously suppress China enterprises.

On June 5438+ 10 last year, the FCC cancelled the 2 14 license of China Telecom in the United States. Shu Yuting, then spokesperson of the Ministry of Commerce, said that the US side generalized the concept of national security, abused state power, maliciously suppressed China enterprises without any factual basis, violated market principles and undermined the atmosphere of cooperation between the two sides. China is seriously concerned about this. Shu Yuting emphasized that the Chinese economic and trade team has made solemn representations to the US. The United States should immediately correct its wrong practices and provide a fair, open, just and non-discriminatory business environment for enterprises investing and operating in the United States.

The Ministry of Industry and Information Technology pointed out that the revocation of China Telecom's license 2 14 by the US based on subjective speculation and suspicion did not conform to the image of the United States as a market-oriented country, and also harmed the legitimate rights and interests of global consumers, including American users. In recent years, the United States has repeatedly imposed sanctions on China enterprises on the grounds of national security, regardless of the facts. This is an unreasonable suppression of China enterprises by the abuse of state power, and a serious damage to international economic and trade rules.

The Ministry of Industry and Information Technology urges the United States to treat China telecom enterprises in a fair and non-discriminatory manner, stop the wrong practice of generalizing the concept of national security and politicizing economic issues, and provide a fair, just and non-discriminatory environment for China enterprises to invest and operate in the United States.

Last week, the 2 14 licenses of China Pacific Network Company and its wholly-owned subsidiary, National Communication Network, were also revoked by the FCC. Gao Feng, spokesman of the Ministry of Commerce, said that the United States should immediately stop its unreasonable suppression of China enterprises, immediately stop its wrong practice of politicizing economic and trade issues, and create a fair and stable market environment for enterprises from all countries, including China enterprises, to operate in the United States. China will take necessary measures to resolutely safeguard the legitimate rights and interests of enterprises in China.
