Legal analysis: First, there are few community workers with low quality. Second, residents lack awareness of the rule of law. Residents generally lack awareness of the rule of law, which increases the difficulty of community management. Some people lack self-discipline, some vendors operate without a license, some residents arbitrarily occupy and change, and some residents illegally petition, making community governance more difficult.

Third, residents' awareness of participation is weak. Most residents in the community don't understand the situation of the community and don't care about the public affairs of the community. Some residents only know the community by providing subsistence allowances and issuing certificates. As a grass-roots mass autonomous organization with self-management, self-education and self-service, community neighborhood committees have long provided management and services mainly by administrative means. Community residents lack channels to participate in community public affairs, and their awareness of participation is weak.

Three. Suggestions on the problems existing in community management;

The first is to optimize the construction of community teams. Formulate relevant preferential policies, attract outstanding young talents to engage in community grassroots work, broaden the channels for selecting community cadres, actively mobilize graduates to work in the community, actively explore the employment mechanism, and continuously expand the sources of community cadres.

The second is to strengthen residents' awareness of the rule of law. Only by establishing the concept of rule of law can we really do things according to law. First, pay attention to legal publicity. Establish community propaganda groups, use various media to publicize law-abiding awareness and civilized ideas to residents, and expose some uncivilized and illegal behaviors such as littering and disorderly construction, enhance residents' awareness of self-discipline, regularly train community workers in the legal system, guide community workers to manage community work with the rule of law and the rule of law, deal with various problems according to laws and regulations, and safeguard social fairness and justice.

The third is to strengthen publicity and education and strengthen residents' understanding and recognition of the community. Through publicity columns, leaflets, brochures and other forms, publicize the good deeds of the community, organize community residents to participate in the discussion of community issues, and through publicity and education, make residents realize that they are both participants and beneficiaries of the community, and make it clear that the community is a whole and the community neighborhood Committee is a mass autonomous organization.
