The Ministry of Public Security and the Ministry of Foreign Affairs may, within the scope of their respective responsibilities, entrust the entry-exit management agencies of the public security organs of local people's governments at or above the county level and the foreign affairs departments of local people's governments at or above the county level to accept applications for entry, stay and residence from foreigners.
