I. Adjustment of the State Council's constituent departments

(1) Establish the Ministry of Natural Resources. The Ministry of Land and Resources, the State Oceanic Administration and the State Bureau of Surveying and Mapping Geographic Information will no longer be retained.

(2) Set up the Ministry of Ecology and Environment. The Ministry of Environmental Protection is no longer retained.

(3) Establishing the Ministry of Agriculture and Rural Affairs. No longer retain the Ministry of Agriculture.

(4) Establish the Ministry of Culture and Tourism. The Ministry of Culture and the National Tourism Administration will no longer be retained.

(5) Establish the National Health and Wellness Committee. No longer retain the National Health and Family Planning Commission. No longer set up a leading group office for deepening the reform of medical and health system in the State Council.

(6) Establish the Department of Veterans Affairs.

(seven) the establishment of emergency management department. No longer keep state administration of work safety.

(8) Restructuring the Ministry of Science and Technology.

(9) Reorganize the Ministry of Justice. The Legislative Affairs Office of the State Council will no longer be retained.
