But I don't know why, this idea didn't come true. Even Zigui County, where the county seat was relocated as a whole, failed to join Chongqing. Therefore, Chongqing did not expand further. So now the Three Gorges Scenic Area still spans two provinces, not all of which are under the jurisdiction of Chongqing.
Although Chongqing has a large area, the urban area is not very large, and most of it is rural. In fact, I think it is best to keep the Three Gorges in a rural state, which has many benefits to the ecology.
