For migrant children, on the one hand, it is inconvenient or even impossible for them to return to their hometown to take the college entrance examination; on the other hand, under the current household registration system for college entrance examination, it is impossible to successfully take the college entrance examination on the spot.

At the end of August 20 12, the general office of the State Council forwarded the opinions of the Ministry of Education and other departments on doing a good job in the local entrance examination for children of migrant workers after receiving compulsory education, which clearly stipulated that the policy of college entrance examination in different places, which was widely concerned by the society, should be promulgated in principle before the end of 20 12 and before the end of 20 13.

Shandong province is the first in the country to break the household registration restriction of college entrance examination. From 20 14, all non-registered candidates who have a complete high school study experience in Shandong Province can sign up for the college entrance examination in Shandong Province.

With the passage of a large number of urban floating population and migrant workers, the demand for their children to take the college entrance examination in the inflow area is increasingly urgent. It is a long-standing phenomenon that the children of migrant workers are studying in cities, but they cannot take the college entrance examination in cities. Some children can't even take the college entrance examination at their places of study and household registration.

Due to the geographical differences of registered permanent residence and the differences in the added value of registered permanent residence, it means that local candidates have one more competitor when the total enrollment scale remains unchanged, which is relatively unfair to local candidates. This actually involves the old topic of education equity, especially enrollment equity.

Due to various reasons, the allocation of higher education resources in different places is unbalanced. The asymmetry between the number of students and the resources of higher education exists objectively. This requires the Ministry of Education to do macro-control and allocate resources fairly. However, the realistic allocation of higher education resources does not reflect fairness.

Due to the careful planning of the enrollment system, many national key universities are becoming more and more localized, and the enrollment ratio in their schools remains high, forming a situation of educational independence. At present, the differentiated college entrance examination system with geographical boundaries has increasingly become a stumbling block to educational equity, and its continued existence is out of date.

On July 30th, 20 14, the State Council held a press conference to introduce the Opinions on Further Promoting the Reform of the Household Registration System (hereinafter referred to as the Opinions). The "Opinions" propose to improve the first-time settlement policy for cities with an urban population of more than 5 million, and establish and improve the point settlement system; Children of residence permit holders can gradually take the local college entrance examination.
