Measures for the Administration of Water Resources in Dawu Water Source Area of Zibo City

article 1 in order to strengthen the management of water resources in Dawu water source area and rationally develop and utilize water resources, these measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this municipality. Article 2 The Dawu water source mentioned in these Measures refers to the closed water-rich areas of Dawu, Xindian and Nanqiu groundwater sources located in Linzi District, and the specific scope is: the closed areas south of National Highway 39, west of Zihe River, north of Liuzheng Village and Xuwang Village in the north and east of Fengbei Highway. Article 3 These Measures shall apply to the development, utilization, protection and management of water resources in Dawu water source area (hereinafter referred to as Dawu water source). Article 4 The management of Dawu water source shall follow the principles of unified planning, centralized management, comprehensive protection, rational development and sustainable utilization. The fifth municipal water administrative department is responsible for the management of Dawu water source.

the competent administrative department of environmental protection is responsible for the supervision and management of water pollution prevention and control in Dawu water source area.

The administrative departments in charge of planning, quality and technical supervision, construction, health, land and resources shall, according to their respective responsibilities, do a good job in the water source management of Dawu. Article 6 All units and individuals have the obligation to protect the water source of Dawu, and have the right to report and accuse acts that endanger the water source.

New construction, renovation and expansion projects should be demonstrated for water resources, and the feasibility study report of the project should include water use and water saving assessment. Water-saving facilities shall be designed, constructed, put into operation and used simultaneously with the main project. Thirteenth Dawu water intake units and individuals shall install qualified water metering facilities, and pay the water resource fee according to the actual measurement of the water metering facilities.

if the water metering facilities are not installed in accordance with the regulations or the damaged water metering facilities are not replaced within the prescribed time limit, the water resource fee shall be calculated and paid according to the designed maximum capacity or the rated flow of the water intake equipment.

the municipal water administrative department shall strengthen the supervision and management of water metering facilities, and units and individuals taking water shall truthfully provide information related to water intake. Fourteenth Dawu water source area is forbidden to increase mining area, and no new wells may be added. If the old well really needs to be upgraded, it shall be reviewed and confirmed by the municipal water administrative department before the old well can be upgraded. New wells can only be started after the old wells are closed and accepted. Fifteenth municipal water administrative department shall, according to the water supply situation of the guest water, adjust the layout of well exploitation and the water intake of Dawu water source area, and adjust the water intake to the allowable exploitation amount. Article 17 In Dawu water source and its upstream recharge area (bounded by Taihe Reservoir Dam in the south, watershed between Zihe River Basin and Xiaofu River Basin in the west, and boundary between Zibo City and Weifang City in the east), it is forbidden to build, rebuild or expand construction projects that pollute the water source.

projects that have been built within the Dawu water source area and pollute the water source shall be ordered by the Municipal People's Government to be treated or shut down within a time limit. Article 18 the following activities are prohibited within the Dawu water source area:

(1) discharging and dumping wastewater containing toxic pollutants, sewage containing pathogens and other wastes;

(2) excessive discharge and the use of natural gullies and pits to accumulate industrial sewage;

(3) using sewage for irrigation;

(4) using sludge of toxic pollutants as fertilizer;

(5) using highly toxic pesticides with high residues.
