(2) Clarify responsibilities and break down tasks. All rivers in the subdistrict are served by members of the subdistrict team as river chiefs, and the river chief system is fully implemented. Focusing on the river cleaning work, the sub-district has established a 10-member inspection team composed of middle-level cadres from the People's Congress, discipline inspection, labor unions, and various line offices. The sub-district is divided into five groups to conduct regular inspections of the main rivers within the sub-district's jurisdiction, and promptly reports existing problems. Ensure that river cleaning work is implemented effectively. At the same time, the Youth League Committee of the neighborhood organized a "Water Control Pioneer" volunteer team, and the Women's Federation organized women in each village to form a "Beautiful Habitat" Women's Water Guard Team. Some farmers are highly resistant because they do not want to suspend financial subsidies. On the other hand, the construction and demolition of illegal third-level sewage pipe networks requires a large amount of funds.
4. Joint law enforcement issues. Since the streets have no administrative law enforcement power, especially for issues such as enterprise sewage discharge and livestock and poultry breeding closures, the relevant district departments need to take the lead in implementation.
