In the early years of Qing Dynasty, the situation in Sichuan was too serious. No one planted a large area of fertile land and gradually became a wasteland. After Emperor Kangxi pacified San Francisco, he also discovered this serious problem and began to deal with it.

The policy at that time was to encourage people from Huguang area to immigrate to Sichuan. The so-called Huguang refers to Hunan and Hubei now. The Qing court hoped that people from these two provinces would emigrate voluntarily. In addition, some personnel from Jiangxi, Fujian, Guangxi, Yunnan, Guizhou, Shandong and other provinces were also mobilized to go to Sichuan.
