I. Conditions for approval

According to the requirements of the Ministry of Public Security's Regulations on the Issuance of Travel Pass Endorsements to and from Hong Kong and Macao (for Trial Implementation), our bureau implements the enterprise registration and filing system for mainland residents to apply for multiple endorsements to travel to and from Hong Kong and Macao. Enterprises in this Municipality (hereinafter referred to as enterprises) (refer to enterprises registered in the administrative department for industry and commerce of this Municipality and their branches; Institutions engaged in production and business activities registered with the tax authorities of this Municipality; If the resident representative office of overseas enterprises in this Municipality needs to apply for Hong Kong and Macao business endorsement for employees for three months or more than one year, it must first apply for registration and obtain a registration certificate. Only those who have registered can log on to our e-government platform to make an appointment for Hong Kong and Macao business for multiple endorsements. The level and number of people registered for the record shall be determined according to the scale of the enterprise and the tax amount:

(1) The registered capital of an enterprise is less than 1 10,000 yuan or the representative office of an overseas institution, and the level of registration and filing is level 4, and the number of people who can register and file is 10, among whom 9 people can apply for multiple business endorsements in three months, and 1 person can apply for multiple business endorsements in one year.

(2) High-tech enterprises recognized by the government with a registered capital of more than1000000 yuan but less than1000000 yuan can be registered at three levels, with 20 people registered, of which 15 can handle multiple business endorsements for three months and 5 can handle multiple business endorsements for one year.

(3) High-tech enterprises recognized by the government with a registered capital of more than 6,543,800 yuan and a registered capital of more than 6,543,800 yuan can be registered at the second level, and the number of people registered for the record is 30, of which 20 can handle multiple business endorsements for three months and 654.38+00 can handle multiple business endorsements for one year.

(4) If the business tax or value-added tax accumulated in the last 12 months exceeds1000000 yuan, an enterprise with four-level filing may apply to upgrade the filing level to three-level; If the business tax or value-added tax accumulated in the past 12 months exceeds 5 million yuan, an enterprise with three-level filing may apply to upgrade its filing level to the second level; The second-level filing enterprises whose business tax or value-added tax accumulated in recent 12 months exceeds100000 yuan may apply to upgrade the filing level to the first level, and the number of people who can register for filing is 80, of which 50 people can apply for multiple business endorsements in three months and 30 people can apply for multiple business endorsements in one year.

The enterprise filing level can only be upgraded once per filing year; After upgrading, if the business tax or value-added tax amount does not reach the required standard for upgrading at the annual inspection next year, it will be returned to the original filing level.

(5) Failing to pay enterprise business tax or value-added tax for two consecutive years shall not be filed; Those that have been put on record shall not pass the annual inspection.

Second, the conditions for disapproval

1, where the sentence has not been completely executed or belongs to the defendant or criminal suspect in a criminal case;

2, there are unresolved civil cases, the people's court decided not to leave the country;

3. Being subject to criminal punishment for obstructing the management of the country (border) or being repatriated by other countries or regions for illegal exit, illegal residence or illegal employment, and not allowed to leave the country within the prescribed time limit;

4. It may endanger national security and interests, and the relevant authorities in the State Council decide not to leave the country;

5. Other circumstances in which exit from the country is prohibited by laws and administrative regulations.
