On August 7, 2003, the Ministry of Public Security introduced convenience measures to cancel the cancellation of accounts for those who have gone abroad for more than 1 year.
According to the relevant regulations, people who have obtained residence permits abroad and lived for five years should cancel their accounts. However, considering that they have to go through the relevant procedures for restoring their accounts after returning to China to settle down, the public security department has basically not cancelled the accounts of relevant personnel since 2003.
