"Citizens who go abroad for non-official reasons, such as settling in foreign countries, visiting relatives, studying, obtaining employment, traveling and engaging in business activities, shall apply for an ordinary passport by themselves to the exit-entry administration department of the local people's public security organ at or above the county level where their household registration is located. When applying for an ordinary passport, a citizen shall submit an Application Form for Entry-Exit Certificates of China, a resident ID card, photos that meet the standards of the Guide to Photographing Entry-Exit Certificates, and relevant application materials. State functionaries shall also submit relevant certification documents in accordance with regulations. Jiangsu registered residents (excluding active servicemen) can apply for ordinary passports at the entry-exit administrative departments of this province with their resident ID cards.
