Chapter I General Principles

Article 1 In order to fully implement the education policy of the Party and the state, standardize the school-running behavior, maintain the normal teaching order of schools, protect the legitimate rights and interests of students, and fully implement quality education, these Provisions are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC), its implementing rules and other relevant provisions of education laws and regulations.

Chapter II Admission

Article 2 The legal age of compulsory education is six years old, subject to the actual age reached on September 1st of that year. The school age for blind, deaf, mentally retarded and other disabled children can be appropriately relaxed.

Due to suspension, drop-out, or other special circumstances, the length of study in school is extended, which is regarded as the length of compulsory education. However, after reaching the age of 18, the period of compulsory education will not be extended.

Article 3 The principle of nearest admission shall apply to freshmen in compulsory education. Primary school freshmen are enrolled in the school, and the nearest scribing arrangement is implemented. Primary school graduates should be arranged to attend a relatively nearby junior high school, and the service scope of junior high school can be determined according to the counterpart primary school or the community (village Committee) where the graduates are located.

Article 4 The district (township) government or a school authorized by the government to implement compulsory education shall, at the latest, issue a compulsory education admission notice to children and adolescents who should receive compulsory education in that year within their service scope 15 days before the start of the new school year. The Notice of Admission to Compulsory Education shall be sent to parents or other guardians who receive compulsory education.

School-age children and adolescents who are separated due to the transformation of the old city and the transition of demolition and relocation and whose household registration is not in our city or migrant workers and hold temporary residence permits shall apply to the district education bureau of their temporary residence, and the district education bureau of their temporary residence shall arrange their admission in accordance with the relevant provisions.

Compulsory education schools shall not refuse school-age children and adolescents within their service scope to enter school on time.

"Compulsory Education Admission Notice" shall be uniformly printed, managed and distributed by the people's governments of all districts, and no fees shall be charged. The Admission Notice of Compulsory Education requires the seal of the district government to take effect.

Fifth freshmen must go through the admission formalities at the school with the admission notice within the specified time. School-age children and adolescents who cannot attend school on time due to illness or other reasons may apply for a certificate of suspension; School-age children and adolescents who have lost their learning ability can apply for exemption certificates. The local people's government should criticize and educate their parents or other guardians according to the compulsory education law, and take effective measures to order them to send their children or ward to school.

School-age children and adolescents need to be postponed or exempted from school, and their parents or guardians shall apply for approval by the district education administrative department or the township (town) people's government. If you apply for suspension from school or exemption from examination due to physical reasons, you should attach the certificate of the medical institution designated by the district education administrative department.

Take a year off from school during the semester. If you are still unable to enroll after the expiration of the semester, you should re-apply for suspension.

At the beginning of the new semester, students should also arrive at school according to the date stipulated by the school. Those who can't come to school on time for some reason must ask for leave from school, otherwise it will be regarded as truancy.

Article 6 District (township) people's governments shall mobilize and organize blind, deaf and mentally retarded children and other disabled school-age children and adolescents with learning ability to attend special schools or ordinary schools in regular classes.

Seventh freshmen, the school should review the qualifications of freshmen, if found forged documents, reported to the district education administrative department for investigation. Within four weeks of freshmen's admission, the school should compile a roster of freshmen and establish a student status file. Primary and junior high school students are managed according to their student numbers, which are uniformly compiled by the Municipal Education Bureau, and student files are managed by the school. Freshmen can only get a formal student status after filing.

Junior high schools can't run repeat classes and can't recruit repeat students.

Eighth freshmen should be arranged according to the standard class size of 40 primary school students and 45 junior high school students. There should be no more than 45 students in primary schools and no more than 50 students in junior high schools.

Chapter III Transfer and Borrowing

Article 9 In any of the following circumstances, if it is difficult to study in the original school, it shall be transferred.

1. Parents' job transfer, which is certified by the relevant unit;

2. If the whole family moves in, they hold the household registration certificate of the public security department;

3. The children of demobilized military cadres will move with them, with the certificate of the resettlement department of demobilized military cadres;

4 other legitimate reasons and approved by the district education administrative department and the school.

Tenth students transfer, by the district education administrative department according to the principle of the nearest school, arrange to receive the school. For students who meet the transfer requirements, no school may restrict them. The transfer must be handled in strict accordance with the following procedures:

1. The parents or guardians of the transferred students submit a written application to the education administrative department of the transferred area, and the district education administrative department will arrange the receiving school after reviewing and agreeing according to the relevant regulations; The receiving school issues a certificate of acceptance, and the district education administrative department signs the opinion and seals it;

2. With the "Acceptance Certificate", the transfer certificate will be issued to the transferred school, and the education administrative department of the transferred place will sign the opinion and seal it, and go through the formalities for the transfer of student files;

3. The receiving school shall go through the naturalization formalities with the transfer certificate, household registration book, student handbook and student status file materials to the education administrative department of the transfer place;

Without the consent of the transfer school, if the transfer school issues a transfer certificate, the transfer school shall bear the responsibility for attending school.

Eleventh students in the area of transfer, the school shall regularly report to the district education administrative department; Cross-city, district transfer, should be reported to the district education administrative department for review, reported to the Municipal Education Bureau for the record. Strictly control the transfer of students from the same city and hometown.

Twelfth transfer reasons are not sufficient, to return to the transfer school, not to make students drop out. No school may accept transfer applications from students who have not gone through proper transfer procedures. All students who have double student status, no student number and have not been examined and printed by the education administrative department are invalid students. For students whose school status is invalid, the local education administrative departments and schools should find out the reasons and solve them reasonably on the premise of ensuring that students do not drop out of school.

Thirteenth transfer is generally concentrated in the two weeks before and after the start of the new semester. Education administrative departments and schools should strictly control the transfer of students halfway. If you really need to transfer to a scholar halfway, you should also actively handle it.

Article 14 Schools shall strictly control students who accept loans. If it is true that both parents of students have worked abroad for more than one year, engaged in field work or highly mobile work (including migrant workers), and their children have difficulties in studying at their domicile, they need to borrow from the schools where their relatives are located or where their parents temporarily work (temporary residence). You can apply for borrowing from the education administrative department of your temporary residence with the proof of your parents' unit (or community, neighborhood committee or villagers' committee, the same below) and the original school certificate, and go through the borrowing procedures according to the normal transfer procedures.

Fifteenth students with the original school issued by the school year assessment results prove that in the corresponding grade. When students leave school, the school will issue a certificate of borrowing, indicating their academic performance, school performance and years of borrowing, and submit it to the original school for storage in the student file.

Article 16 In principle, students who have borrowed from school will return to the school where their household registration is located or the original school to take the graduation entrance examination, and the examination school will issue a certificate of academic qualifications. Students who borrow books from other provinces and cities (especially the children of floating population who have borrowed books from Wuhan for a long time and obtained the official status of Wuhan) can apply for borrowing books from Chinese if they really have difficulty returning to the original test center.

Students who enroll students across districts, films and systems in the central city do not belong to the scope of borrowing students. The school shall not recruit students who are not studying in the school in the name of borrowing students.

If a student is transferred to school without the consent of the transferred school, he/she will be transferred to school (for trial use) or borrowed, which will cause the student to drop out of school, and the receiving school will bear the responsibility for studying.

Seventeenth inter provincial and municipal transfer or borrowing must be approved by the district education administrative department and reported to the Municipal Education Bureau for the record.

Eighteenth freshmen are not allowed to transfer or borrow before they obtain a formal student status. No school can accept abnormal transfer students or loan students to attend classes.

Chapter IV Suspension and Resumption of School

Article 19. Students who are seriously ill or under other special circumstances and have been sick for more than three months can apply for suspension from school.

Twentieth students drop out of school, by the parents or guardians of the students to submit a written application, and hold the certificate of the hospital above the municipal level and other relevant certificates. The school shall examine and issue a certificate of withdrawal, report it to the district education administrative department for examination and approval, and issue a certificate of withdrawal. The suspension period is one academic year from the date of approval. If you can't resume school after the expiration of the suspension period, you should re-apply for suspension and extend the suspension period, but the longest is not more than two academic years.

Twenty-first students can resume their studies after the expiration of the suspension period, and they can apply to the school for resumption of their studies and report to the district-level education administrative department for the record before resuming their studies.

Twenty-second students are not allowed to resume their studies in advance or be demoted at will. If the illness recovers quickly during the period of suspension from school, it can be resumed in advance after being confirmed by the hospital, and may be advanced appropriately, but the suspension period shall not be less than one semester.

Twenty-third students during the period of suspension, adhere to self-study, have completed all the courses they should study, and can be promoted to the first year of high school when they pass the examination when they return to school; Students who have not completed all the required courses and resumed their studies ahead of schedule will still return to their original grades when they resume their studies.

Twenty-fourth students' suspension and resumption of school should be truthfully recorded in the student file, and the student's student number remains unchanged.

Twenty-fifth students studying abroad, Hong Kong, Macao and Taiwan, who apply to the school and are approved by the district education administrative department, can be regarded as suspension. If it is necessary to provide proof of academic performance and grade, the school shall provide it truthfully. Students can apply to return to their original school within one year, and those who fail to return for more than one year will be disqualified.

Chapter v dropping out of school

Twenty-sixth compulsory education stage, students should strictly implement the loss reporting system. Schools should report the loss to the district education administrative department at any time, and the district education administrative department should report the loss to the Municipal Education Bureau for the record before the end of March and the end of September each year.

Twenty-seventh students who have dropped out of school should be accepted by the school, and the placement work should be done in the grade before dropping out of school. After returning to school, those who fail to keep up with the original results will be managed according to the status of retired students with the approval of the district-level education administrative department.

Twenty-eighth school-age students who have not completed the compulsory education for a specified number of years shall not drop out of school without reason. Schools should urge scholars who drop out of school for no reason to return to school; Those who refuse to go to school after being urged to do so shall be ordered by the people's government of the district (township) to send the students back to school in time.

Twenty-ninth students have lost their learning ability due to serious illness or other reasons (certified by the medical institution designated by the district education administrative department) and have dropped out of school for more than two years; 17 years old or older; Parents or guardians of students submit a written application to the school, which can be approved by the school and approved by the district-level education administrative department.

Thirtieth students who have dropped out of school and studied for more than one academic year (including one academic year) shall be issued with a study certificate by the district-level education administrative department, indicating the length of study; Those who have studied for less than one academic year will be issued with a certificate of withdrawal.

Chapter VI Upgrading and Early Resettlement

Thirty-first students will be directly promoted to the first grade of senior high school to continue their studies when they reach the total class hours stipulated by the state every academic year.

Article 32 Students are particularly outstanding in morality, intelligence, physique and beauty. Article 37 Graduation certificates, completion certificates and compulsory education completion certificates shall be uniformly formulated by the Provincial Department of Education, issued by schools, verified, numbered and stamped by district-level education administrative departments.

Article 38 If a student loses his diploma, he will only issue it, and the original diploma will not be reissued (only once). The lost person shall apply himself, explain the reasons, and report to the district-level education administrative department to issue a certificate of loss after being audited by the principal of the graduation school.

Chapter VIII Reward and Punishment

Thirty-ninth students should be commended and rewarded for their exemplary compliance with the code of conduct for primary and secondary school students and their daily code of conduct, and their all-round development in morality, intelligence, physique and beauty, or their outstanding performance in one aspect. Anyone who has won the commendation award at or above the school level shall be recorded in the student file.

Fortieth primary schools and junior middle schools shall not expel or persuade students. Students who violate the code of conduct of primary and secondary school students, the daily code of conduct of primary and secondary school students, school rules and regulations and national laws and regulations shall be educated and stopped by the school together with their parents or guardians; Refuses to correct, depending on the seriousness of the case, were given a warning and a serious warning; If it has constituted a serious bad behavior listed in Article 34 of the Law on the Prevention of Juvenile Delinquency, the school shall cooperate with the parents or guardians of the students, take measures to strictly discipline them, or send them to work-study schools for corrective education; If the case constitutes a crime, it shall be punished by judicial organs according to law.

Forty-first students sent to work-study schools, the original school to retain their student status; If you have studied in a work-study school for more than one year and are willing to transfer to a scholar, the district education administrative department shall handle the transfer procedures; Those who have not gone through the transfer formalities may not cancel their school status. Students who have been taken compulsory measures shall not be revoked before the judgment of the people's court takes effect;

Forty-second the punishment of students should be discussed and decided by the school affairs meeting, informed to the students and their parents, and announced in the school. Sending a work-study school needs to be reported to the municipal and district education bureaus for the record.

Forty-third students who have received education in reform-through-school for more than half a year and have undergone major changes in their thoughts and behaviors can apply for their parents to return to the original school for trial reading (the trial reading period is half a year) with the consent of the reform-through-school and the original school and the approval of the municipal and district education bureaus; Those who commit serious violations of discipline and law during the probation period should be sent back to the reform school to study, and their student status will be transferred to the reform school immediately. For students who have been punished by other punishments, if they have corrected and made obvious progress, they can also be revoked after discussion and decision at the school affairs meeting.

All students who have been given demerit or revoked punishment shall be recorded in the student files.

Chapter IX Student Archives and Archives Management

Forty-fourth students after death, should promptly report to the municipal and district education administrative departments, and cancel the student status.

Forty-fifth municipal and district education administrative departments shall establish standardized student files. Student files are checked and printed by the district (large unit) Education Bureau (Education Department) and managed by the school.

Forty-sixth ordinary primary and secondary schools (compulsory section) school code and student number compilation methods shall be uniformly stipulated by the Municipal Education Bureau, promulgated by the District Education Bureau, and then uniformly arranged by the school for students. Anyone who has a dual student status, a student status without a unified number or a student status that has not been checked and printed by the education administrative department is invalid, and no graduation certificate is issued, nor can he take the graduation entrance examination.

Forty-seventh all ordinary primary and secondary school students should establish student files, fill in various forms on time and record their signatures. Students should provide complete transfer, further education and employment files, otherwise, the corresponding procedures will not be handled.

Forty-eighth student files should be managed by designated personnel. Files should be true in content and recorded on time, and no fraud or surprise filling is allowed.

Chapter X Supplementary Provisions

Article 49 The right to interpret these Measures belongs to Wuhan Education Bureau. District (large units) Education Bureau (Education Department) may, in accordance with these regulations, formulate detailed rules or supplementary provisions in light of the actual situation.

Fiftieth these Provisions shall come into force as of the date of issuance. The relevant provisions of the original compulsory education student status management shall be abolished by itself.
