Whether the fingerprint collection of the second-generation ID card can be handled in different places depends on the following situations:

1, if it is the first time to apply for an ID card, it should be handled at the police station where the household registration is located;

2. If it is not the first time to apply for an ID card, you can get it in a different place, but you need the public security organ at the place where the party's household registration is located to entrust the public security organ at the place of residence to handle it and upload it to the public security organ's intranet.

Except for the public security organs, no other unit or individual may accept the entrustment to collect fingerprints of ID card information.

According to the law, citizens should apply to the public security organ where their permanent residence is located for a resident identity card within three months from the date of reaching the age of 16. Citizens under the age of 16 shall apply for resident identity cards by guardians. The resident identity card shall be issued by the public security organ of the people's government at the county level where the permanent residence is located.

To apply for a resident identity card, you should fill in the Registration Form for the Application of Resident Identity Card and submit the residence booklet. The public security organ shall, in accordance with the provisions, apply for the collection, renewal and replacement of resident identity cards. The public security organ shall issue resident identity cards within 60 days from the date when citizens submit the registration form of resident identity cards; In areas with inconvenient transportation, the processing time may be appropriately extended, but the extension time shall not exceed thirty days.

Citizens who urgently need to use their resident identity cards during the application, renewal and replacement of their resident identity cards may apply for temporary resident identity cards, and the public security organs shall handle them in a timely manner in accordance with regulations. The specific measures shall be formulated by the public security department of the State Council.

Article 3 of the People's Republic of China (PRC) National Identity Card Law includes: name, gender, nationality, date of birth, permanent residence, citizenship number, personal photo, fingerprint information, validity period of the certificate and issuing authority.

Citizenship number is a unique and life-long identity code for every citizen, which is compiled by public security organs according to the national standard of citizenship number.

Citizens applying for obtaining, renewing or replacing resident identity cards shall register their fingerprint information.
