I am writing this letter to inform you that there has been an administrative change in the handling of documents submitted as language proficiency certificates under the categories of Federal Technical Educators (FSW) and Canadian Experience (CEC). Citizenship and Immigration Canada (CIC) understands that this change may affect the advice given by immigration representatives to their clients. With this in mind, we hope you can inform your members of the following management changes.

It will take effect on April 20 10, and visa officers will only consider the language proficiency certificate provided at the time of application. At present, if the written materials submitted cannot convince the visa officer that the applicant has proved the claimed language level, the applicant will have the opportunity to take the designated language test and submit the results. According to the new directive, when the written evidence does not support the applicant's application, the visa officer will no longer give the applicant a "second chance" to prove their language ability. This will apply to all FSW and CEC applications received on or after the effective date.

This change is another progress in supporting the accelerated immigration action plan. A survey of foreign missions shows that a large proportion of applicants in the world provide written materials as proof of language ability, and a considerable part of these materials do not support the claimed level. Giving these applicants a "second chance" not only prolongs their application process, but also increases the overall processing burden of all FSW applications. Therefore, deleting this extra step in the process will shorten the processing time.

I would also like to take this opportunity to remind you that the option of providing written materials as proof of language proficiency is only recommended to those who speak English or French as their first language, because they can easily prove a high level of language proficiency. The application toolkit provides guidance on the type of information that should be included. For others, providing language test results by designated language testing institutions can ensure a higher degree of reliability and transparency. FSW applicants will know from the beginning how many language points will be granted to the selection grid, and CEC applicants will know whether they meet the minimum language requirements. Therefore, it is strongly recommended that these applicants have language test results before applying.
