The project library is dynamically adjusted once a year, and all localities should complete the adjustment of the project library before the end of July each year. The selection of storage items shall meet the following requirements:

(3) It is strictly forbidden to arrange unapproved projects, split projects, arrange non-immigrant village projects in disguise, provide industrial support without direct subsidies to villages, build buildings and halls in various names, and "build large bonsai bases";
