4 Unused land policy In the allocation of unused land indicators, there is imbalance and mismatch between the east and the west. When transferring land, local governments are allowed to discount the reserve price, and the flexible annual rent system of industrial land can be piloted to reduce the development cost of industrial enterprises.

The fourth is to allow the replacement of abandoned construction land and unused land. It is allowed to replace abandoned construction land and unused land formed by resource exhaustion, coal mining subsidence and ecological migration, so as to better save and protect cultivated land and revitalize land resources.
