The report of the National Development and Reform Commission stated that in the next step, relevant departments will give full play to the supporting and leading role of science and technology, improve preferential fiscal and taxation policies, and start from the following aspects to accelerate the utilization and promotion of low-carbon energy. :

--Develop hydropower resources according to local conditions on the premise of properly handling hydropower development, environmental protection, biological resource conservation and resettlement.

--Gradually increase the proportion of nuclear power in primary energy supply, accelerate the construction of nuclear power in coastal areas, steadily promote the construction of nuclear power in coal-deficient provinces in central China, build an independent innovation system for nuclear power, and promote the construction of a modern nuclear power industry system.

--Accelerate the development of wind power and gradually establish a relatively complete domestic wind power industry system.

--Promote the development of biomass energy, accelerate the comprehensive utilization of straw as fertilizer, feed, and new energy, and build straw-fueled power plants and small and medium-sized boilers according to local conditions in areas rich in biomass resources. . Accelerate the construction of biogas in rural areas and accelerate the construction of biogas in breeding communities and large-scale breeding farms. Build waste incineration power plants in areas with developed economies and scarce land resources.

--Actively promote solar power generation and heat utilization, promote household photovoltaic power generation systems or build small photovoltaic power stations in remote areas, promote solar integrated buildings, solar centralized hot water supply projects, and build solar heating in cities and refrigeration demonstration projects to promote household solar water heaters, solar rooms and solar cookers in rural areas and small towns.

--Actively promote the development and utilization of geothermal energy and shallow geothermal energy, and promote geothermal heating, hot water supply and ground source heat pump technologies that meet environmental and water resource protection requirements.
