The document requires that public security, civil affairs, health and family planning, justice, education, human resources and social security departments should closely cooperate, strengthen information sharing, improve relevant laws and regulations according to the division of functions, and pay close attention to policy implementation.

Registering permanent residence for people without hukou according to law, which is specifically divided into 15 categories-

1, non-registered personnel who do not meet the family planning policy.

For children born out of policy or out of wedlock, I or my guardian can apply for permanent residence registration in accordance with the policy of voluntary settlement with my father and mother, with the medical certificate of birth and the household registration book, marriage certificate and explanation of illegitimate birth of one parent.

3. The fact that people without registered permanent residence were adopted without going through the adoption procedures.

If a person who has not gone through the adoption registration formalities adopts a person without a household registration, the parties may apply to the civil affairs department for adoption registration in accordance with the regulations, and apply for permanent residence registration with the adoption registration certificate and the adopter's household registration book.

4. Persons whose accounts have been cancelled after being declared missing or dead? After the registration of permanent residence is resumed, those who meet the conditions for settlement of their current residence can move into permanent residence for registration.

6. People who have no hukou due to long-term going out and other reasons? If there is no registered permanent residence due to long-term going out and other reasons, the household registration file shall be searched in the original account cancellation (leakage), and if it has not been settled in other places after investigation and verification by the public security organ, it may apply for restoration of permanent residence registration in the original account cancellation (leakage).

7. People without hukou caused by parents without hukou? If the parents have no registered permanent residence, and their parents are dead or missing, they can apply for permanent residence registration at the place where their grandparents or other legal guardians are located on the basis of the investigation and verification materials of the public security organs in conjunction with relevant departments and the certification materials of relevant personnel.

8. Released from prison without registered permanent residence? Persons who have not settled down after being released from prison may apply for registration of permanent residence at the place where their spouses, parents, children, brothers and sisters registered their accounts.

9. Persons without hukou caused by the loss of documents? If there is no household registration due to the loss of household registration certificate, release certificate, discharge certificate, work change certificate, birth medical certificate, etc., you can apply to the original issuing authority for a replacement, and apply to the public security organ for permanent residence registration with the reissued certificate.

10. Persons who have no hukou due to the expiration of the hukou migration certificate.

If there is no hukou due to the expiration of the "Household Registration Certificate", you can apply to the public security organ at the place where it was issued for the renewal of the "Household Registration Certificate", and the hukou will be registered with the "Household Registration Certificate".

College graduates who do not meet the current household registration policy in their place of residence may apply for the restoration of permanent residence in their place of origin, and other personnel may apply for the restoration of permanent residence in their place of residence.

13. Returned border residents without hukou.

The permanent residence has been cancelled due to long-term outflow to Vietnam, Laos and Myanmar, and now the children have returned to China and have a long-term desire to live and live. They have obtained other countries' identity documents but have not obtained other countries' passports and other nationality certificates, which meet the criteria for the identification of overseas Chinese in the Implementation Measures for Overseas Chinese Returning to China in Yunnan Province. With the proof of overseas Chinese returning to China to settle down and other related materials, after the approval of the public security organ at the place of residence, the permanent residence registration shall be handled;

Those who have obtained the identity certificate of other countries but have not obtained the nationality certificate of other countries' passports, etc., and do not meet the criteria for the identification of overseas Chinese, shall apply for nationality identification with relevant materials to the exit-entry administration department of the public security bureau of the city where they live, and apply for permanent residence registration with nationality identification certificate, personal application (including declaration), other proof materials that can prove that they have lived and lived in China, and village (neighborhood) committee certificate, etc. , with the approval of the public security organ at the place of residence;

Persons who do not have registered permanent residence for other reasons, or units and individuals who undertake guardianship duties, may apply for registration of permanent residence after investigation and verification by the public security organs in conjunction with relevant departments.
