State subsidy projects involve projects in the fields of agriculture, forestry, animal husbandry, old-age care, environmental protection, high technology and e-commerce, and the state will give financial subsidies according to regulations. State subsidies are paid by civil affairs departments, and social assistance is generally adopted, that is, applicants for subsidies must first conduct a family economic survey to determine whether they need assistance. The preferential nature of state subsidies determines that their treatment is higher than that of general social assistance. According to the distribution method, state subsidies can be divided into regular quantitative subsidies and temporary subsidies. Regular quantitative subsidy refers to the monthly, quarterly or annual payment of a certain amount of subsidies to the entitled groups.

To apply for state subsidies, the following materials are required:

1, application report; Including the basic situation of the enterprise, types, subsidy items, the number of employees at the end of last year and the beginning of the year, the number and reasons of layoffs, the main measures and effects taken to stabilize the position, the signing and performance of labor contracts, the number of people participating in unemployment insurance and the payment (in duplicate);

5. basic deposit account certificate issued by the enterprise in the bank (in duplicate).

According to the provisions of the Notice, enterprises that have enjoyed the occupational security subsidies can continue to apply. Enterprises that have enjoyed the occupational security subsidies in 2009 and meet the following conditions may continue to apply for occupational security subsidies:

1. Affected by the international financial crisis, the production and operation of enterprises are facing temporary difficulties and are expected to resume (excluding enterprises that have stopped production, stopped production and went bankrupt). Compared with the number of employees who participated in the insurance six months ago (excluding the number of retirees, deaths and resignations within six months), the downward adjustment ratio does not exceed 10% (including 10%).

2. Enterprises shall participate in social insurance in this Municipality according to law, and pay all social insurance premiums in full and on time from June 5438+ 10 to the month when subsidies are declared. Among them, enterprises that owe social insurance premiums and pay the arrears in full before reporting subsidies can be regarded as paying social insurance premiums in full and on time;

3. The production and operation activities of the enterprise conform to the industrial and environmental policies of the state and our city (except for industries and enterprises restricted by the state).

The people's governments at or above the county level and their relevant departments shall take measures to support agricultural socialized services.

Relevant departments of agriculture, industry and commerce administration, transportation, public security, etc. shall take measures to support personnel engaged in agricultural socialization services across regions.
