Senior high school students can apply for Hong Kong identity cards.

According to the Basic Law of the People's Republic of China (PRC) Special Administrative Region, the permanent residents of the Region are:

1. China citizens born in Hong Kong before or after the establishment of the Hong Kong Special Administrative Region;

2. China citizens who have ordinarily resided in Hong Kong for more than seven consecutive years before or after the establishment of the Hong Kong Special Administrative Region;

3. The persons listed in item (2) have the right of abode in Hong Kong where they live;

4. Persons who entered Hong Kong with valid travel documents before or after the establishment of the Hong Kong Special Administrative Region and have ordinarily resided in Hong Kong for more than seven consecutive years.

The above definition applies to anyone, even if he does not meet the residence conditions, he may obtain the right of abode in Hong Kong under certain circumstances.
