The debate about Sanmenxia Hydropower Station has started again.

At the beginning of 1957, the preliminary design review meeting of Sanmenxia water control project was held, and some experts put forward fierce different opinions on the report on the preliminary design points of Sanmenxia water control project designed by the Soviet Union the previous year. The controversy mainly revolves around two aspects. First, the preliminary design will increase the elevation of the reservoir from 350m in the technical and economic report to 360m, the flooded farmland in the reservoir area will increase from 2 million mu to 3.25 million mu, and the number of immigrants will increase from 584,000 to 870,000. Most of the flooded areas are Woye in Guanzhong, and Shaanxi Province has a strong reaction. Secondly, Huang Wanli, a professor from Tsinghua University, and Wen, a young technician from the General Administration of Hydropower Construction, put forward opinions on low water level, less flood and more sediment discharge to the agency, the Ministry of Water Resources and the State Council in June 1956, February 1956 and March 1957. Huang Wanli also suggested that the bottom hole should not be blocked, so as to prepare for releasing water and discharging sand in the future, which can slow down sedimentation. The representative of Shaanxi Province pointed out that at the cost of relocating 700,000-800,000 people, it is difficult for people to get through a sand-retaining warehouse with a life span of only 50-70 years.
