The course of the Gaoshan case of China Bank.

The first company to find the missing money was Northeast Expressway Company Limited (hereinafter referred to as Northeast Expressway). After the incident, the China police found that at least 24 people were involved in the case and recovered 43 cars, 5/kloc-0 houses and office buildings, but 87 million Canadian dollars (about 500 million yuan) in cash was still missing-the answer was in the hands of escaped Gaoshan, Li and Li Donghu. On February 16, 2007, after hiding for two years, the Canadian police arrested Mr. and Mrs. Gao Shan in Vancouver, accusing Gao Shan of not filling in employment information in the immigration application form; Suspected of holding assets obtained from crime; China is wanted by China for suspected cases, and Canada is suspected of money laundering. On February 19, 20 and 22, and March 1 day, the police held four consecutive hearings on whether Gao Shan was detained. On March 6, Gaoshan people will also face repatriation hearings; On February 23rd, Li and Li Donghu were also arrested in Canada. Although the case of China Bank Song He Street Sub-branch is still far away, it has completely solved all the mysteries, and finally there is a glimmer of hope. Gaoshan was born in August of 1965+0 1 year, from Harbin. 1998 12 18, Xinxing Sub-branch, the predecessor of Song He Street China Bank, moved to 203 Song He Street. Since then, Gao Shan has been the director of the branch, and later served as the president of the branch until this incident.

His height 1.80 meters is very handsome. Before he fled at the end of 2004, he left his close friends with the feeling that he was "quiet, practical and friendly". In the eyes of employees of Song He Street Bank, Gaoshan is a "big brother leader" who can sing and achieve results. After the incident, its image description quickly became "calculating" and "daunting". The mountain is high and the heart is deep, and everything has been planned. When he was the president of a branch company, he invited his colleagues to his home at 52 Zhenxing Street. The guests were surprised at the simplicity of his home: there was only one 14 inch TV in the room. After he fled, when the police found this place, there was a thick layer of dust in the room, and an orange with completely evaporated water stood shriveled on the table-obviously Gao Shan didn't live here.

Gao Shan said that his wife, Sydney, is studying for a master's degree in psychology at Beijing Normal University, and his daughter, Gao Shan Xuelian, is at her grandmother's house in Zhengzhou, Henan Province. Colleagues have never seen Gao Shan's family, but they are not suspicious. The facts are completely different. Sydney is really studying psychology, but not in Beijing, but in Edinburgh University in Scotland. Daughter Alpine Snow Lotus is not in Henan either. At the latest, and Xue Shan have settled in Vancouver since 2002. At the hearing after the incident, Sydney said that in that year, Gaoshan bought an apartment at Westpenderstreet11from a "friend" for 540,000 Canadian dollars.

But what I didn't mention was that the friend who sold the house was Li. Like Gao Shan, Li was born in 1965, Korean. Gao He is a primary school classmate. On the surface, Li once controlled the "Century Oasis" series of companies, whose business involved automobile sales, real estate, medicine, advertising media and so on. He owns dozens of companies and their branches in economically developed cities such as Beijing, Chengdu, Shenzhen, Sanya, Dongguan and Harbin, with total assets exceeding 2 billion yuan. In fact, Li is the main matchmaker of China Bank Street Sub-branch under the control of Gaoshan, and controls the flow of these funds. It is understood that the deposit lost on the Northeast Expressway was deposited by Li Cunfang. Zhang, former chairman of Northeast Expressway, was accused of taking bribes. The prosecution alleged that Zhang Ying-li opened an account in a street sub-branch at his request and accepted bribes from Li twice, totaling RMB 7 million.

Lee set foot in Vancouver obviously earlier. In 2002, he bought four apartments atNo. West Pender Street11and owned a local company at the price of 2190,000 Canadian dollars. It wouldn't be surprising if he was the leader of the mountain to Vancouver. Since his wife and daughter settled in Vancouver in 2002, Gaoshan has traveled back and forth between Vancouver and Harbin 18 times as the deputy general manager of Harbin Shengmu Company. During this period, it was the main time for China police to identify the criminal facts of Song He Street Sub-branch of China Bank. This is certainly not a coincidence.

Two years passed quickly. On June 65438+1 October12004, the application for skilled migration in Sydney was approved, and a family of three was granted permanent residency in Canada, with Sydney as the main applicant. Gaoshan hurried to Vancouver to go through the formalities and then returned to China. The amount of money he remitted to Song He Street Sub-branch of China Bank soared immediately, and soon it flowed out of 65.438+0.8 billion yuan, which was close to one fifth of the total amount of the case! This is also the last madness before fleeing. Escape from the mountain without using false names and documents to enter the country. The husband and wife still hold China passports, and their English names are simple Chinese pinyin "Gaoshan" and "Li Xue".

If Gao Shan didn't truthfully fill in his job position in the Bank of China in the column of applying for permanent residence, it would be difficult for his family to find the flaw in the process of obtaining Canadian permanent resident status. As for Gao Shan's personal involvement in major domestic cases, the absence of extradition treaty between China and Canada cannot be a strong reason for Canada's repatriation to Gao Shan. Even if Lai Changxing, the main suspect in the "Yuan Hua smuggling case", enters the country with a travel document, the legal procedure for repatriating Lai Changxing after seven years will not end in a short time. More and more economic suspects who fled China chose to legally enter the developed countries in the United States and Europe, which fundamentally changed the previous practice of using multiple fake passports to choose unknown small countries as their destinations. Canada's immigration policy has always been relaxed, Vancouver has a pleasant climate and a mature Chinese community, which is becoming one of the main destinations for flight. In earlier years, three principal criminals, including Xu, a major case of Kaiping Sub-branch of Bank of China, also chose this place as a transit point.

Gaoshan kept his usual caution in Vancouver. After a year in Canada, he didn't live with his wife and daughter. He lives in seclusion, with no property, no job, no income and no savings. The whole family uses a mailbox, and the only car in the family is the blue Mazda. He goes to Lutheran church occasionally; He has no external contact except studying English in a community school. When filling in the question "What kind of career do you plan to pursue in the future" at school, Gao Shan wrote "Be an interpreter". This is not the character of Gaoshan. Before fleeing, Gaoshan was ambitious, made friends with three religions and nine streams, and was good at pleasing both sides. He once stretched out his hands to take pictures in front of the Potala Palace in Tibet, as if to write down the word "big"; I also think that "to be a man is to be bin Laden" and "to be big if you don't do it".

When Dashan was helpless and dormant, the life of his wife and children continued. 17-year-old only daughter Xue Shan is studying at Waldorf School in North Vancouver. Sydney has lived abroad for many years and is fluent in English. She holds a master's degree in child psychology from the University of Edinburgh, and obtained Montessori teacher qualification. In June 2006, she got a job in a kindergarten called Lifeway, with an annual salary of 33,000 Canadian dollars before tax. In 2005, Shirley bought an apartment at No.0/30, Binhai Art Center Avenue for 300,000 Canadian dollars. If you don't know the story of Gaoshan people, this is an ordinary immigrant life that seems smooth sailing. After February 2006, probably because the wind died down, Gaoshan began to live with his wife and children, and the immigrant life of a family of three was further normalized. However, the fact that his wife and children have lived alone overseas for a long time has made it difficult for Gao Shan to reintegrate into this family. Seclusion can't satisfy mountains. Most importantly, domestic reports on the case of Song He Street Sub-branch of Bank of China mainly focus on him. Gaoshan knows it well and is depressed. "He doesn't like anything I do," Sydney said at the hearing.

Even if he lives with his family, Gaoshan is still cautious. Since his registered address has never actually lived, the Canadian police monitoring his whereabouts found that Gao Shan had to walk for 20 minutes from his actual address to register his address and get a letter. As fugitives, the lives of immigrants in mountainous areas cannot be truly normalized; He won't forget the past experience, and this experience won't really forget him. If it hadn't happened in a car accident in June, 5438+October, 2006/KLOC-0, Gaoshan probably wouldn't have returned to public view so soon. A blue Mazda car driven by China collided with another car. The police who arrived at the scene found that the man was not the owner himself, so they asked him to provide personal information, including his name and home address. This man is a high mountain.

This is the first time that he reported his real address to the authorities. After Gao Shan fled to Canada, his first official contact with government agencies was recorded, which began with this car accident. Since then, progress has changed the dull air in the past two years and started to run at a high speed.

On June 5438+1October 65438+February, 2007, accompanied by Harbin police, several Canadian policemen met with Zhang, the former chairman of Northeast Expressway, at the detention center to verify whether some documents of Jie Sub-branch were forged. According to the Canadian police, the Ministry of Public Security of China listed the list of economic criminals who applied for repatriation to Canada, and Gao Shan ranked fifth. After returning home from Vancouver Station, Gao Shan didn't do anything more. After waiting for another week or so, the Canadian Border Agency and the Royal Mounted Police detained Mr. and Mrs. Gao Shan on February 16 for four reasons: Gao Shan's immigration application form was untrue. For Gaoshan, the most critical accusation is the first one. The Canadian Immigration Bureau accused Gaoshan of false information when applying for permanent residence in Canada. When he filled in his professional identity, he deliberately ignored the "important information" of the president of China Bank, and filled in his position in Li's domestic company.

The crux of this accusation is that Ms. Anderson, a spokeswoman for the Canadian Immigration and Refugee Board, told Caijing that the hearing on the right of abode of Gaoshan people will be held on March 6, 2007. If the judge of the Canadian Immigration and Refugee Board finds that there is conclusive evidence to prove that the Gaoshan nationality did deliberately conceal the history of working for the Bank of China when applying for permanent residency, and this concealment can have a substantial impact on the judgment of whether to grant them permanent residency, then the judge can deprive the Gaoshan nationality of three permanent residency qualifications. One person lied, which affected the whole family. At the beginning, Gaoshan's wife, Sydney, applied for the whole family to immigrate to Canada in the name of skilled immigrants. Among them, Sydney is the main applicant, and Gaoshan and her daughter Gaoshan Xuelian are affiliated applicants.
