The project started construction in August 2022.

Luting section of Tongcheng, the second phase project of diverting water from the Yangtze River to Huaihe River, was built in Tongcheng Port Area of Anqing Port. Construction started in August 2022. At present, the second phase project of diverting water from the Yangtze River to Huaihe River is advancing the preliminary work. The Water Conservancy Institute of the Ministry of Water Resources has completed the review of the feasibility study report of the project in August this year, and the provincial water diversion team is organizing the revision and improvement, and will submit it for approval according to the procedures after completion.
