No. The announcement on September 23 is only a partial adjustment to the announcement on March 26, but it does not replace the original announcement. Specifically, the announcement on September 23 only partially adjusted the "temporary suspension of entry of foreigners with current valid residence certificates".
On March 26, about "temporarily stopping foreigners from entering the country with current valid visas" and "temporarily stopping foreigners from entering the country with APEC business travel cards". Measures such as suspension of port visas, 24/72/ 144-hour transit visa-free, Hainan visa-free entry, Shanghai cruise visa-free entry, Hong Kong and Macao foreigners visa-free entry to Guangdong 144-hour, and ASEAN tour groups visa-free entry to Guangxi are still effective.
If it is not for the three situations mentioned in the announcement, it is still impossible to enter the country with visas obtained before March 28, including visas for more than ten years.
