Strange? Why isn't Chongming Island all under Shanghai? Why leave some for Jiangsu?

Now the northern part of Chongming Island belongs to Jiangsu Province, which is called Qilong Township in Qidong City (formerly known as Xinglong Sha) and Haiyong Township in Haimen City (formerly known as Yonglongsha). There was no contact with Chongming Island before. Later, due to the continuous siltation of the Yangtze River, two sandbars, Yonglongsha and Xinglong Sha, were finally connected with Chongming Island.

However, according to the principle that whoever develops first will belong to him, Yonglongsha was first developed by Haimen City, Jiangsu Province, and Haiyong Township was established. Xinglongsha was first developed in Qidong City, Jiangsu Province, and Qilong Township (also called Wuqi Farm locally) was established, so both places belong to Jiangsu Province.

According to investigation and study, the area of Chongming Island has been increasing due to sediment deposition in the Yangtze River, with an annual increase of almost 5 square kilometers. Some experts predict that in fifty years, Chongming Island will be connected with the northern land, that is to say, Chongming Island will eventually be connected with the mainland.

At the end of 2008, an 8.3-kilometer-long pipeline was laid in Qilong Town to take water from Changzheng Waterworks in Chongming District, in order to cooperate with Shanghai's efforts to solve the water problem. Under the discussion of the governments of the three places, Chongming District Central Hospital was included in the designated hospitals for household registration and medical insurance in two townships, and the reimbursement ratio was the same as that of local hospitals in Qidong and Haimen. Now in these two Jiangsu enclaves, water supply and sewage, power facilities, road construction, river dredging and garbage disposal are all included in Chongming's social management system.

Because there is no purchase restriction policy in Haiyun and Qilong, the house prices are low, and the transportation in Shanghai and Chongqing is becoming more and more convenient, these two towns have attracted many Shanghai residents to buy houses and become a new mode of providing for the aged in different places.

Since Shanghai established the goal of building Chongming Island into a world-class eco-island, Khyron and Haiyong have made clear their development plans, that is, they have become the frontier positions for Qidong and Haimen to integrate into Chongming and connect with Shanghai. Since then, batches of tobacco factories have been closed one after another, and green ecological agriculture projects have settled in the competition.

In 20 17, the draft of "Master Plan of Chongming District and Master Plan of Land Use in Shanghai (20 16-2040)" was published, and it was proposed to build an urban circle marked by Dongping Town in Chongming District, consisting of Dongping Central Town, Haiyong Town in Haimen City and Qilong Town in Qidong City. The administration belongs to Jiangsu province, but the planning has been incorporated into Shanghai.
