How soon will the disaster relief fund arrive?

People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the the State Council: Wenchuan earthquake caused great losses to people's lives, property and economic and social development in Sichuan, Gansu and Shaanxi. In order to support and help the disaster-stricken areas to actively carry out production self-help and rebuild their homes, encourage and guide all social forces to participate in post-disaster recovery and reconstruction, and restore the normal production and living order in the earthquake-stricken areas as soon as possible, we now put forward the following opinions on the relevant policies and measures to support post-earthquake recovery and reconstruction in Wenchuan:

I. Guiding ideology and basic principles (1) Guiding ideology. Guided by Deng Xiaoping Theory and Theory of Three Represents, we should thoroughly implement Scientific Outlook on Development, adhere to the people-oriented principle, give full play to the political advantages of the socialist system in concentrating on major events, give full play to the state's strength to support post-earthquake recovery and reconstruction, make overall plans, meticulously organize, clarify policies, strengthen security, highlight key points, and give classified guidance, so as to strive to achieve maximum benefits and best results in post-disaster recovery and reconstruction and satisfy the people in the disaster areas and the whole country. (2) Basic principles. 1. Give full support and highlight key points. Policy measures cover all aspects of post-disaster recovery and reconstruction, while focusing on supporting the recovery and reconstruction of collapsed houses, public service facilities and infrastructure of urban and rural residents.
