Two Gulf Cooperation Forums in Bohai Rim Region

I. Introduction

Since the beginning of the new century, the world situation and international pattern are undergoing profound changes. China and all countries in the Middle East are faced with the common task of seeking peace and development. Although the rapid revitalization of China's Bohai Economic Zone and the vigorous economic development of the six Gulf Cooperation Council countries are far apart, they are neck and neck, and the mutual demand is increasing day by day. Further strengthening exchanges and cooperation faces great strategic opportunities.

Under this favorable situation, a group of former China ambassadors to Arab countries and relevant experts and scholars with rich diplomatic experience, through long-term observation and research, and contact and consultation with domestic and Arab parties, formally put forward the idea of "two-bay cooperation forum" by the China Arab Exchange Association in due course.

The international background of the "two-bay cooperation forum" is that peace, cooperation and development have become the mainstream and characteristics of the times in today's world; The process of international and regional political, economic and social development has brought China and GCC countries together, which is a historical opportunity and destiny.

The establishment of the Gulf Cooperation Forum is the common desire and need of China and the GCC countries for communication, pragmatic cooperation, strengths and weaknesses, and complementary advantages, so as to promote the rapid economic and social development of both sides.

The "two-bay cooperation forum" will first devote itself to building and building the "Pearl of the two bays" where Bohai Bay and Arabian Gulf hold economic theoretical exchanges and economic and trade talks. This is not only the intersection of communication and dialogue between the two sides, but also the starting point of pragmatic cooperation between the two sides.

We firmly believe that with the strong support of their respective governments and people, the "Two-Bay Cooperation Forum" will be born smoothly and healthily from the political, economic and cultural elites of both sides, and will surely become a model and banner of global regional cooperation.

Second, the introduction of two bays.

1 and basic overview of two brackets

(1) The development trend of Bohai Rim and the formation of the third growth pole of China's economy

Bohai Rim Economic Circle is located in the center of Northeast Asia Economic Zone, which is the gold coast in the north of China. Including Liaodong Peninsula, Shandong Peninsula, Beijing-Tianjin-Hebei Province and two cities, and can be radiated to Shanxi Province and the central and eastern Inner Mongolia. The land area of the whole region is1120,000 square kilometers, with a total population of 260 million, accounting for 12% of the territory of China and 20% of the population. There are 157 cities around Bohai Sea, accounting for about a quarter of the national cities, among which there are 13 cities with urban population over one million. With Beijing and Tianjin as the center, Dalian, Yingkou, Qinhuangdao, Tangshan, Dongying, Yantai and other coastal open cities as the plates, and Shenyang, Hohhot, Taiyuan, Shijiazhuang, Jinan and other provincial capitals as the regional fulcrums, it has formed the most important export-oriented, multi-functional and high-density urban community in northern China, which integrates politics, economy, culture and international exchanges. It plays the role of gathering, radiating, serving and driving in the national and regional economy, and becomes the engine of economic development in northern China. This area is praised by economists as the third growth pole of China's economy after the Pearl River Delta and the Yangtze River Delta, and occupies an extremely important position in the coastal development strategy of China's opening to the outside world.

The concept of Bohai economic circle has been put forward for more than 20 years. The China Municipal Government has formulated a separate regional plan and given many preferential policies. To carry out economic cooperation and achieve mutual benefit and win-win is the understanding of the Bohai Economic Circle by academic and economic circles. Regional economic integration has brought unprecedented opportunities for the economic development of the Bohai Rim region and created favorable and necessary conditions for the region to carry out foreign exchanges and cooperation.

Judging from the development trend of the world economy, the focus of world economic growth has shifted to the Asia-Pacific region, and in the Asia-Pacific region, Northeast Asia is attracting the attention of international economic circles with its superior geographical position, rich resource conditions, multi-level economic structure and huge development potential. The Bohai Economic Circle borders Japan, North Korea and South Korea in the east and Mongolia and Russia in the north, and is located in the center of Northeast Asia, radiating the Asia-Pacific Economic Zone. It is not only a natural combination of China's northern inland, three northern regions and coastal areas, but also a seaport to the Asia-Pacific region and the world. Being in the favorable position of "East, West, North and South", it has the potential advantage of becoming the economic core of Northeast Asia.

(2) Economic development situation and capital market transfer in the Gulf region.

Gulf (also known as Arabian Gulf or Persian Gulf), located in southwest Asia, is a long and narrow sea surface between Arabian Peninsula and Iran, with a total length of 1.040 km and an area of about 259,000 square kilometers. The total area of the Gulf area is about 48 1 0,000 square kilometers, and the population is about1.10.8 billion, mainly Arabs and Persians, as well as a considerable number of ethnic minorities and foreign immigrants, most of whom believe in Islam. The Gulf region includes eight countries, namely, six members of the Gulf Cooperation Council (Saudi Arabia, Kuwait, United Arab Emirates, Oman, Bahrain and Qatar), Iran and Iraq. The Gulf region has the largest oil reserves in the world and is known as the "world oil depot". Its oil reserves account for about 65% of the world's total oil reserves and its annual output accounts for about 30% of the world's total oil production. Gulf oil, which is continuously transported to all parts of the world, has become an indispensable "blood" for world industrial development, and has also brought rolling oil dollars to Gulf countries. Gulf countries have made great efforts to develop their own economic and social fields by using abundant petrodollars, and have made brilliant achievements and great progress. However, due to the weak industrial base, the lack of natural conditions and human resources, and the narrow markets in various countries, huge oil revenues have not yet established a relatively complete national industrial system except limited investment in petrochemical industry, which has led to a large number of petrodollars flowing to foreign capital markets and becoming an important source of funds in international capital markets. 85% of the wealth of Gulf Arab countries is invested overseas, and less than 15% is invested at home. Gulf Arab countries have nearly $2 trillion in overseas assets, of which Saudi Arabia alone has about $800 billion, and the United Arab Emirates and Kuwait also have about $5 10 billion and $280 billion respectively. These assets mainly flow to the United States and other western developed countries, and their main forms are real estate, bank deposits, securities and so on. For fear of capital security, a large amount of Gulf capital flowed out of the United States after "9. 1 1", and it is estimated that about $200 billion of Gulf Arab countries' funds left the United States. Because the total economic scale of the Gulf Arab countries is only 800 billion US dollars, far less than its overseas assets of 200 billion US dollars, and the total market value of its nine securities trading markets is only 654.38+04 billion US dollars at the peak, it is impossible to absorb the huge return of petrodollars, and a large amount of surplus funds cannot find a way out in the Arab market. With the continuous improvement of economic globalization, the rapid and stable development of China's economy, and the continuous spread and influence of the US financial crisis, Gulf countries have sized up the situation, put forward the strategic thinking of "aligning with the East and developing eastward" and turned their investment eyes to China. Therefore, it is reasonable to believe that in the future, the newly added petrodollars in the Gulf Arab countries and the capital flowing back from the west will definitely flow to the eastern countries with booming economy and healthy and stable markets. (1) The advantages of regional economic development around Bohai Sea are very obvious.

First, the Bohai Rim region is a resource-based economic region with abundant natural resources, relatively concentrated distribution and easy development and utilization. Among them, energy reserves rank first in China, crude oil production accounts for about 43% of the national total output, proven coal reserves account for more than 60% of the national total coal reserves, and it occupies an important position in China. There are more than 0/00 kinds of proven mineral resources of great value to the national economy. The economic circle around Bohai Sea is also rich in marine and fishery resources, and it is also an important agricultural and animal husbandry base in China, with grain output accounting for more than 23% of the country, and cattle and sheep breeding ranking first in the country.

Second, the land, sea and air traffic in this area is developed. There are more than 40 ports in the area, which constitute the most dense port group in China, with dense shipping, railway, highway and air transportation lines, forming a three-dimensional land, sea and air transportation network centered on ports, and becoming an important distribution center for communicating the economy of Northeast China, Northwest China and North China and entering the international market. A multi-functional export-oriented urban agglomeration with Beijing and Tianjin as the center, coastal open cities as the plate and five provincial capitals as the fulcrum has been initially formed.

Third, the adjustment of industrial structure in this region highlights new advantages and the financial environment is improving. Beijing-Tianjin-Hebei has formed eight pillar industries, including energy, chemicals, metallurgy, building materials, machinery, automobiles, textiles and food. At the same time, it has promoted the development of high-tech industries with superior educational and scientific resources. Emerging high-tech industries such as electronic information, biopharmaceuticals and new materials have become the leading industries in this region. Tianjin Binhai New Area is building the largest financial district in the world, which provides an attempt for international financial reform.

Fourth, the regional scientific and technological resources and human resources are highly concentrated, and the educational resources are the best in the country, with complete disciplines, abundant teachers and fruitful scientific research results. Key universities in Beijing account for14 of the country, and there are more than 30 universities and national research centers in Tianjin. There are 376 institutions of higher learning in the whole region, accounting for 27% of the whole country. Teachers in institutions of higher learning account for about 1/3 of the country, and the number of college students accounts for more than 1/4 of the country. From 1990-2006, the overall training ability reflected by the number of colleges and universities and the scale of students in this area has been very strong, and the proportion of five provinces and cities in China has been stable at 22% ~ 24%, exceeding the sum of the two economic circles of Pearl River Delta and Yangtze River Delta.

(2) Gulf countries have outstanding advantages in economic development.

First of all, the Gulf countries are the world's oil treasures. The annual crude oil export volume accounts for about 1/3 of the world's total export volume, and 4 million tons of oil are continuously transported to all parts of the world through the Strait of Hormuz every day. Among them, Saudi Arabia has proven oil reserves of about 36.2 billion tons (264.2 billion barrels), accounting for 25% of the world's reserves, ranking first in the world, and it is expected to be mined for 80 years. It can be said that in the next half century, the Gulf countries will remain the source of world power.

Second, the petrodollars produced by Gulf countries have brought them huge capital wealth. With the recent rise in international crude oil prices, the oil revenues of the six Gulf countries have increased substantially. Samet Bank in Saudi Arabia predicts that if the world oil price remains at $50 per barrel, the six Gulf countries will generate a huge income of $24 trillion in the next 20 years. Gulf investors have become the main investment force in the international financial market, and their huge wealth gives them more initiative in choosing the most suitable investment fields and acquiring overseas assets in the international market.

Third, Gulf countries play an important role in the Middle East and the Arab world. The 22 Arab countries are all developing countries, and their economic structures are relatively simple. Oil, natural gas, tourism and agriculture and animal husbandry are the main economic pillars. Not all Arab countries have oil, mainly Gulf countries. The GCC countries occupy a very important position in the Organization of Arab Petroleum Exporting Countries, the Arab League and the Organization of Islamic States. Historically, Gulf countries used oil as a weapon and played an important role in international politics. Since the financial crisis broke out in the United States in 2008, Gulf countries have resisted the adverse effects of this crisis with their rich petrodollars.

Fourth, since the beginning of the new century, Gulf countries have created a desert miracle by using their abundant petrodollars, built the world's best, built a rich and civilized society, and formed a big market for capital export, entrepot trade, technology and equipment introduction and labor employment. It is predicted that the average annual economic growth rate of the six Gulf countries will reach 4.5% in the future 10, which is higher than the world average annual growth rate of 3.3%. This will play an important role in maintaining its capital strength and market position.

(3) The economic and trade cooperation between the two bays is highly complementary.

First of all, the energy and commodity trade between Gulf countries and China is highly complementary.

In the relations between China and Gulf countries, economic and trade relations undoubtedly occupy an important position. At present, this relationship is concentrated in the fields of energy trade, commodity trade and project contracting. On the one hand, China is a big country that is rapidly becoming a "world factory". Its manufacturing products are all-encompassing, and it has imported rich commodities with low price and good quality for the Gulf countries. 1991-During 2005, the bilateral trade volume soared from1500 million US dollars to 33.8 billion US dollars, an increase of more than 20 times. On the other hand, China has quickly become the second largest oil consumer in the world. Gulf countries met China's demand in time and became China's largest oil import source. In 2008, crude oil imported from Saudi Arabia alone reached 25 million tons.

Second, bilateral cooperation can enhance and consolidate their respective international economic and trade status.

In order to consolidate their position in the world oil market, Gulf countries need a stable and reliable purchasing partner, and China has played this role. It is reported that China and Saudi Arabia are planning a large-scale joint venture project with an oil storage capacity of tens of millions of tons. King Abdullah personally asked about this matter, indicating that the cooperation between the two countries in the energy field is moving from a simple trade relationship in goods to a new height of price cooperation and stability in the international market.

For China, strengthening cooperation with Gulf countries will not only enable it to enter this huge market with a land area of 2.67 million square kilometers, a population of 34 million and a GDP of 500 billion US dollars, but also enter the entrepot market facing neighboring countries and regions. Dubai, located in the hub of "five seas and three continents" in the Middle East, re-exports to other countries and regions in Africa, the Middle East and Eastern Europe account for 40% of the total annual imports of the UAE. Seeing the development potential of China's re-export goods, other Gulf countries and regions are also interested in competing with Dubai in this respect.

Third, there will be more room for development in investment cooperation between the two sides.

In the investment field, China is an attractive investment market for hundreds of billions of petrodollars in Gulf countries. Although up to now, the direct investment of Gulf countries in China is very small, with the contract amount of only $654.38+0.4 billion and the actually used amount of $765.438+0 billion, this statistic does not include the portfolio investment of China companies listed overseas by Gulf countries, which is the most common way for Gulf countries to invest abroad. It's only a matter of time before petrodollars from Gulf countries flood into China-related securities assets. If China negotiates and cooperates with the Gulf countries, and * * * initiates and tries to set up industrial investment funds and other new models that are in line with Gulf investment and profitability, the capital cooperation between China and the Gulf countries will have greater room for development.

To sum up, no matter from which aspect, deepening cooperation between China and Gulf countries is mutually beneficial and win-win. Under such circumstances, our initiative to hold "two Gulf Cooperation Forums" can be said to be timely, which fully meets China's strategic development needs of "going out" and "please come in", the fundamental interests of Gulf countries in peaceful development and opening up, and the long-term goal of China-Arab comprehensive cooperation and development strategic partnership.

Through the implementation and holding of the "two-bay cooperation forum", we can find the convergence of interests, the combination of advantages, the common points of differences and the focus of problems, and realize our strategic goals and tasks of all-round cooperation and common development.

Through the two-bay cooperation forum, the following development vision will be gradually realized:

First, build a cross-regional international conference platform, which has become one of the important platforms for economic, trade, investment and cultural exchanges between China and Gulf Arab countries.

(1) Take the development of energy cooperation between the two bays as an important theme, and further increase two-way investment, project contracting, commodity trade, labor export, cultural exchange and educational cooperation.

(2) Actively promote the establishment of close and extensive cooperative relations between local governments in the Bohai Economic Circle and Gulf countries in the fields of economy, trade and investment, expand various friendly exchanges between the two sides, and conclude sister provinces and cities;

(3) Actively promote key enterprises in Bohai Rim and Gulf countries to explore other profitable market channels.

Second, the Gulf Cooperation Forum has become a booster to promote the construction of China-GCC free trade area and one of the powerful platforms for bilateral free trade.

(1) Set up the Free Trade Zone Office of the Guangdong-Gulf Cooperation Forum, and actively promote cooperation in textiles, clothing, mechanical and electrical products, agriculture and animal husbandry products and other aspects, with the exchange of economic and trade technical forums and exhibitions and fairs in the petroleum and petrochemical industries as the leading factors.

(2) Build the Royal Gulf Procurement Center, and build an exchange procurement platform for government officials, royals, financial consortia, business leaders, enterprise elites and well-known economic experts and scholars in China Bohai Rim region and Gulf countries.

(3) Establish a Sino-Arab oil equipment procurement base in cooperation with Dongying City, Shandong Province, and a Sino-Arab pipeline equipment procurement base in cooperation with Yanshan County, Hebei Province.

Fifth, the establishment of the joint chamber of commerce between the two bays will be conducive to the coordination and cooperation between enterprises in the two bays.

Sixth, actively realize the construction of industrial cities or shopping centers in the other country or city, and promote effective and pragmatic cooperation between the two sides.

6. The significance of the implementation of the forum

First, the two-bay cooperation forum meets the needs of the economic development of provinces and cities in the Bohai Economic Circle.

In the process of China's rapid economic development, due to comprehensive and complicated reasons such as regional division, the Bohai Economic Circle has not yet formed a relatively unified international trade system like the Pearl River Delta and the Yangtze River Delta, nor has it formed a provincial cooperation mechanism. The two-bay cooperation forum will provide a platform for the provinces and cities around Bohai Bay to discuss international economic and trade, cultural exchanges and carry out foreign cooperation. Promote the establishment of cooperation mechanism between provinces and cities in the Bohai Economic Circle, expand mutual cooperation intentions, expand cooperation methods and contents, coordinate international trade and exchanges with Gulf countries, and promote the rapid economic development of provinces and cities in the region.

Second, the Gulf Cooperation Forum meets the needs of investment cooperation between Gulf countries and China.

Gulf Arab countries are important capital export regions in the world. The foreign investment of Gulf countries has always been concerned by all countries in the world. In recent years, with the rise of oil prices, Gulf countries have accumulated more capital, which not only effectively promoted their own economic development, but also increased the intensity and scope of overseas investment. In recent years, Gulf countries' investment in China has made substantial breakthroughs in scale and field. The holding of the Double Gulf Cooperation Forum has built an important bridge for Gulf countries to find the most profitable projects and the best partners in China's provinces and cities around the Bohai Sea, and made active and effective efforts to create new investment and financing models through consultation.

Third, the Gulf Cooperation Forum will be a useful complement to the China-Arab Cooperation Forum and the China-Africa Cooperation Forum.

Recently, with the active promotion of China and Arab and African governments, China-Arab Cooperation Forum and China-Africa Cooperation Forum have become important official platforms for exchanges between the China government and Arab and African governments, and the mechanisms established by the two countries have deepened the cooperation objectives of bilateral pragmatic exchanges. As an important platform for people-to-people exchanges and cooperation, according to the official joint communique and the implementation plan, the Gulf Cooperation Forum will surely become a forum for China-Arab cooperation and a forum for China-Africa cooperation. This will be a supplement and extension in terms of membership level, region and purpose, and will be very conducive to solving problems and contradictions that bilateral officials can't take care of, especially promoting non-governmental exchanges and friendship.

Fourthly, the Gulf Cooperation Forum will become an international grand meeting to promote economic and trade cooperation between China and Arab countries.

The existing successful models of international conferences such as Boao Forum for Asia, Davos Forum, Eurasian Economic Forum and China-ASEAN Economic Forum provide models and reference for the establishment of the two-bay cooperation forum. The two-bay cooperation forum will learn from each other's strong points, use them flexibly, draw a unique demarcation line, set up its own banner, and strive to become a high-level dialogue platform and an international grand meeting of science, development, harmony, equality and win-win, making historic contributions to the development of various undertakings in the two-bay area.
