Hokuto Konishi Hok Reservoir Notice

2065438+05 2065438+00122 October Fujian Provincial People's Government issued a notice on the prohibition of new projects and immigrants within the land acquisition scope of Quanzhou Hokuto Konishi Hok Water Control Project;

According to the Regulations on Land Acquisition Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects (Order No.471of the State Council) and other relevant provisions, the relevant matters concerning the prohibition of new construction projects and population migration within the land acquisition scope of water conservancy projects in Hokuto Konishi Hok, Quanzhou are hereby notified as follows:

1. Quanzhou Hokuto Konishi Hok water control project proposal has been reviewed and approved by the General Institute of Water Resources and Hydropower Planning and Design of the Ministry of Water Resources, and construction is planned to start at the end of February 20 16.

2. The scope of land requisition for the construction of Hokuto Konishi Hok Water Control Project in Quanzhou includes the affected areas of reservoir inundation and key project construction areas.

(1) Reservoir inundation affected area. The normal water level of Quanzhou Hokuto Konishi Hok Water Control Project Reservoir is 290 meters, with a total storage capacity of 575 million cubic meters. Above the dam site of the reservoir, below the resettlement line calculated according to the 20-year flood standard, and below the elevation determined by the relevant professional flood control standards, it is strictly forbidden to add any permanent or temporary construction projects (expansion, reconstruction and continuation), and the approved projects shall not be started, and the projects under construction shall be stopped; Above the dam site of the reservoir, below the collection line of cultivated land and garden calculated according to the standard of 5-year flood, below the collection line of woodland and other land with normal water level, it is forbidden to reclaim land and scramble for seeds. The specific scope of the above prohibited items shall be subject to the temporary or permanent boundary markers set on site.

The reservoir inundation affects 2 counties, 5 townships (towns) 15 administrative villages, 2 market towns (township governments) and 1 state-owned forest farms. These include: Changji Village in Hokuto Konishi Hok, Anxi County, Shuangyang, Dongyang, Jiandou, Hou Jing, Xia Zhen, Rong Xian, Chaobi, Yunxi and Jukou in Jiandou Town, and Xia Chun, Qiyang and Shimen in Gande Town. Ludi Village, Yudou Town, Yongchun County, Yungui Village, Hengkou Township (where Hengkou Township Government is located).

(two) the construction area of the hub project. It involves Xiangtou Village, Hokuto Konishi Hok, Anxi County, and the specific scope of land for hub project construction approved by the competent department shall prevail. It is forbidden to add new construction projects within the scope of construction land, and it is forbidden to reclaim land and scramble for seeds.

Three, strictly control the population migration within the scope of land acquisition for engineering construction. Since the date of the announcement, no one is allowed to move in, except those who were born and settled down, married normally, demobilized soldiers, college graduates and returned to their original places. If it is an abnormal household or a surprise household, the relevant departments shall not handle the procedures for sub-households.

Four, any violation of the provisions of this notice to move into the population, separate household registration, new (rushing to build) attachments on the ground, etc., shall not be included in the scope of physical investigation and compensation for land acquisition for engineering construction.

Five, Quanzhou Hokuto Konishi Hok water control project legal person shall, in conjunction with the people's government at the county level where the project covers an area and inundates the area, make a physical investigation of the project covers an area and inundates the area according to law. The physical investigation shall be comprehensive and accurate, and the results of the investigation shall be signed and publicized by the investigator and the respondent, and then signed by the local people's government at the county level. Relevant departments at the provincial level should strengthen guidance, strengthen supervision and inspection, and promptly urge and correct problems when found. Residents, enterprises and institutions in the project area and flooded area shall cooperate with the physical investigation work and shall not interfere with or obstruct the normal development of the physical investigation work.

This notice shall be implemented as of the date of promulgation.
