Article 2 These Provisions shall apply to the administrative organs at all levels in the autonomous region and their subordinate departments, as well as other enterprises and institutions with administrative functions. Administrative organs at all levels in the autonomous region shall, in accordance with the provisions of these rules, do a good job in document processing. Article 3 Official documents of administrative organs (including telegrams, the same below) are official documents with legal effect and normative style formed by administrative organs in the process of administrative management. They are important tools for conveying and implementing the principles and policies of the party and the state, issuing administrative regulations and rules, implementing administrative measures, asking for instructions and answering questions, guiding, arranging and negotiating work, reporting situations and exchanging experiences. Article 4 The general offices (offices) of administrative organs at all levels are the management institutions for document processing, which are in charge of their own organs and responsible for guiding the document processing work of subordinate organs. Article 5 The general offices (offices) of administrative organs at all levels shall set up secretarial departments or be equipped with full-time personnel to handle official documents. Secretaries should be loyal to their duties, be honest and have relevant professional knowledge. Article 6 Administrative organs at all levels should carry forward the work style of going deep into reality, contacting the masses, investigating and studying, seeking truth from facts and being serious and responsible, overcome bureaucracy, formalism and red tape, gradually improve office means, and strive to improve the efficiency and quality of document processing. Writing should be short and concise, and pay attention to practicality. Seventh document processing must be timely, accurate and safe. Official documents are received, distributed, transmitted, printed, filed, archived and destroyed by the secretarial department. Eighth administrative organs at all levels should implement the principle of "separation of party and government" in handling official documents. Official documents issued by administrative organs at all levels shall not give instructions or tasks to party organizations at lower levels or the same level. Ninth document processing must strictly implement the laws, regulations and relevant confidentiality provisions of the state to ensure the safety of state secrets. Chapter II Types of Official Documents Article 10 The types of official documents of administrative organs mainly include:

"Notice" applies to the announcement of matters that should be observed or known within a certain range.

(6) Notice

Applicable to the examination and approval of official documents of lower authorities and the forwarding of official documents of higher authorities and non-lower authorities; Release regulations; Convey the matters that the lower authorities are required to handle and the relevant units need to know or implement together; Appointment, removal and use of cadres.

Chapter III Format of Official Documents Article 11 An official document generally consists of issuing authority, classification, urgency, document number, issuer, title, main sending authority, text, attachment, seal, writing time, notes, subject words, cc authority, issuing authority and time.
