The project of diverting water from the Yangtze River to the Huaihe River includes three sections: diverting water from the Yangtze River to the nest, connecting the Yangtze River with the Huaihe River, and diverting water from the Yangtze River to the north. The projects involving our city are all connecting the Yangtze River and Huaihe River, and the transmission from the river to the north. The project involves Shouxian County, Fengtai County, Xiejiaji District, Tianjiaan District and maoji Experimental Zone. It mainly includes: 38.35km (4 1 100 million yuan) of water conveyance channel excavation in Jianghuai communication section, crossing building project (430m yuan), Wabu Lake impact control project (4 1 100 million yuan), 6 new bridges (2.232 billion yuan) and 41.6km of waterway dredging in Wabu Lake area. The Xijiang section of the South-to-North Water Diversion Project was dredged 16.9km, and the bridge was rebuilt 1 seat (654.38+300 million yuan), with a total investment of 9.46 billion yuan, accounting for 10.8% of the total investment of the whole project of diverting water from the Yangtze River to Huaihe River. The above projects are managed by Huainan Construction Management Office and Jiangshuibei Construction Management Office of Yinhuai Group. The audit scope of our city involves relocation compensation of 654.38+93.3 million yuan, accounting for 6.2% of the relocation cost of the whole project of diverting water from the Yangtze River to Huaihe River.

(2) The annual plan for 2020 and its completion.

The work plan for land requisition and demolition in 2020 issued by the Office of the Leading Group of Anhui Water Diversion Project (Anhui Section) does not include the task of Huainan Section. From 65438+1 October1to 3 1 February 2020, our city has completed the planned permanent land acquisition of 273.07 mu, temporary land acquisition of 4472.438+0 mu, house demolition area of 5205.42 square meters and population of 160 people.

By June 365438+February 3, 20201,the whole city had received project funds of 1842867500 yuan, accumulated used funds of 1594623700 yuan, and accumulated balance funds of 257942700 yuan.

Second, the audit evaluation

The audit results show that the municipal party committee and the municipal government attach great importance to the land requisition, relocation and resettlement of the water diversion project from the Yangtze River to the Huaihe River, and governments at various levels, such as cities, counties and towns, have held meetings for many times to strengthen coordination. In 2020, land acquisition and demolition will be carried out in an orderly manner, and preparations for land reclamation will be actively made. At the same time, affected by the epidemic and floods in 2020, the progress of land acquisition and demolition is relatively slow. The audit also found that there were some problems such as irregular payment of compensation and imperfect construction procedures of resettlement sites.

Three. Main problems found in the audit

(a) Issues related to land acquisition and use

1. The requisition and relocation area of temporary land in Xiejiaji District is inconsistent with the approved scope. The audit found that by the end of 65438+ in February, 2020, Xiejiaji District had completed the requisition and relocation of 2,239.6078 mu of temporary land, and the approved area was 65448 in the Reply of Huainan Natural Resources and Planning Bureau on Temporary Land for J1KLOC-0/Bid Section of Xiejiaji District in Anhui Section. 、

2. The progress of temporary land acquisition and demolition in Fengtai County is slow. In the plan issued by the South-to-North Water Diversion Office in 20 19, the number of temporary land acquisition and demolition tasks in Fengtai County is 1650.9 mu, and 2 10 square meters of houses need to be demolished. After the design scheme of temporary land is adjusted, the area of temporary land is 1466.56 mu, and there is no house demolition, but by the end of 2020, there are still 387.25 mu of temporary land unfinished.

3. The adjustment of the relocation plan in Tianjiaan District has not gone through the formalities. Due to the adjustment of the design scheme of Tianjiaan District, there will be no relocation task in 2020, but the final adjustment procedures have not yet been handled.

(B) Problems in the use of funds

1. Fengtai County relocation compensation was not paid in time. Fengtai county 1.079 mu temporary land use agreement was signed and delivered in June 2020, and the compensation summary table signed by seven parties including village committee, town, city and county was also completed in June 2020, but by the end of 2020, the compensation for land acquisition and demolition had not been paid to the landless farmers.

2. The special funds in Xiejiaji District are not used according to the specified purposes. Huainan Chunshen Industrial Park Investment and Development Co., Ltd. (a state-owned enterprise) and Huainan Agricultural Water Conservancy Investment and Development Co., Ltd. signed loan agreements on August 6, 20 18, 20 1, 2020 * *. By the end of February 65438+February 2020,14.244 million yuan had been allocated to the District Water Diversion Office, and the remaining 858,000 yuan was used to repay the loan interest.

(c) Problems in the implementation of policies and measures

The compensation for relocation did not directly reach the farmers. On June 5438+February 2, 20201,Fengtai County Water Diversion Office allocated the farmers' compensation for expropriation of temporary land to the people's governments of Yangcun Town and Qian Miao Township, totaling 2.86 million yuan, which was not directly punched into the hands of farmers.

(d) Problems existing in house demolition and settlement construction.

1. No construction permit was issued for the Sanjue resettlement site in Shouxian County. By the end of 2020, the main structure of Yuji resettlement site in Sanjue Town, Shouxian County has been completed, but the construction permit has not yet been obtained.

2. The construction of resettlement sites in Shouxian County is slow and the delivery delay is long. By the end of 2020, the construction of resettlement sites has not been completed. In addition, the construction of an anchorage in Ada Town, Shouxian County started in April 2020, and it was not completed by the end of 2020, only the main structure was completed.
