Article 12 People's governments and state farms where flood storage and detention areas are located shall, according to the needs of flood avoidance and evacuation, build roads and highways in a planned way in combination with urban and rural road construction, designate evacuation routes for residents according to administrative divisions, distances and traffic conditions, and implement temporary resettlement sites for residents. Article 19 At the beginning of the evacuation of residents in flood storage and detention areas, local people's governments and state-owned farms shall promptly organize organs, organizations and shops in non-flood storage and detention areas to prepare cooked food for the affected people. After the residents are resettled, the food and commercial departments should organize the supply of food, vegetables, coal and other living materials in a planned way. Twentieth people's governments at all levels should organize medical teams to carry out mobile medical care in places where evacuated residents are concentrated, and do a good job in health and epidemic prevention and fire prevention. Article 21 After flood storage and detention areas are put into use, people's governments at all levels shall actively organize and help the masses to resume and develop production.

The state shall compensate the economic losses caused by the use of flood storage and detention areas. Article 22 To establish an insurance economic compensation system for flood storage and detention areas, the specific measures shall be formulated by Hunan Branch of China People's Insurance Company in conjunction with the provincial water administrative department and submitted to the provincial people's government for approval.
