Qiao Zonghuai said that China welcomes foreigners to come to China to engage in legal activities that are in line with their status. In recent years, the China Municipal Government has made efforts to adjust its immigration control policies to promote the normal flow of people. China resolutely opposes and severely cracks down on illegal immigration activities.

He said that China attaches importance to and actively participates in international cooperation in the field of immigration, and cooperates with more than 40 countries to combat illegal immigration.

China put forward four propositions to deal with global migration.

China called on all governments to treat the immigration issue with a more open, friendly, just and positive attitude, not to exaggerate the negative impact of immigration, and not to look at certain immigrant groups with colored glasses;

Second, policies should promote the normal and orderly flow of immigrants. Countries should correctly treat the relationship between a small number of illegal immigrants and legal immigrants, try to promote the normal and orderly flow of immigrants while curbing illegal immigration activities to the maximum extent, and encourage legal immigrants to contribute to the economic development of destination countries and source countries;

Third, we must effectively protect the legitimate rights and interests of immigrants in action. The destination country should strengthen coordination with the source country, proceed from the actual needs of immigrants, safeguard the legitimate rights and interests of immigrants, promote the integration of immigrants into the local society, and make greater contributions to the economic development of the destination country;

Fourth, international cooperation and dialogue should be strengthened. Developed countries and relevant international and regional organizations should provide necessary financial and technical assistance to help developing countries strengthen capacity building. In view of the possible brain drain caused by migration, countries of destination and origin should also strengthen cooperation.

Qiao Zonghuai said that China attaches great importance to the positive role played by the International Organization for Migration (IOM) in assisting countries to deal with immigration issues, and reiterated that China will continue to strengthen cooperation with other countries and relevant international organizations such as IOM, promote the normal migration flow and make new contributions to the prosperity and stability of the world.
