In order to conscientiously implement the Opinions of the State Council on Further Promoting the Reform of the Household Registration System (Guo Fa [2014] No.25) and further promote the reform of the household registration system in our province, we hereby put forward the following implementation opinions.

I. General requirements

Adhere to an active, steady, standardized and orderly manner, further relax the household registration policy, give priority to solving the stock, guide the increment in an orderly manner, and reasonably guide the expectation and choice of agricultural transfer population to settle in cities and towns; Adhere to people-oriented, respect the wishes of the masses, actively promote new urbanization with people as the core, and protect the legitimate rights and interests of agricultural transfer population and other permanent residents according to law; Adhere to the local conditions, let go if you can, reasonably guide the agricultural transfer population to settle in cities and towns, and promote the coordinated development of large, medium and small cities and small towns, and the interactive integration of industries and towns; Adhere to overall planning, provide basic guarantees, and promote the reform of the household registration system and the equalization of basic public services.

II. Objectives and tasks

Unify the urban and rural household registration system, further relax the household registration policy, fully implement the residence permit system, improve the population information management system, steadily promote the full coverage of permanent residents in urban basic public services, make it more conducive to improving and safeguarding people's livelihood, guide the transfer of agricultural transfer population to large, medium and small cities and towns, and promote the coordinated development of urban and rural areas and the process of urban-rural integration.
