Therefore, Hong Kong residents have no obligation to perform military service, and the Military Service Law does not apply to Hong Kong. Secondly, there are institutional issues. Conscription is carried out simultaneously by local armed forces and troops. The defense of Hong Kong is the responsibility of the troops stationed in Hong Kong. There is no such department as the armed forces in Hong Kong, and the troops stationed in Hong Kong are also appointed by the mainland. Therefore, even young people in Hong Kong who want to join the army can't sign up.
